ROAD TOWN, Tortola, VI ? In response to complaints and concerns raised by the people of the Virgin Islands (VI), the Government of the VI, Ministry of Communications and Works (MC&W), under the supervision of Hon. Mark Vanterpool, has recently introduced a project, with its aim solely to reconstruct and rebuild damages caused by a dreadful storm in October of 2010.
During a press conference held at the Treasure Isle Conference Room, the ?Infrastructure Rehabilitation Project? that was introduced and launched to the public earlier today, July 30, 2012, was attended by the Director of Communications Arliene T. Penn, Acting Permanent Secretary in the Ministry of Communications and Works Arlene Smith-Thompson, Premier of the Virgin Islands, Hon. D. Orlando Smith, Chief Economist at the Caribbean Development Bank (CDB) Mr. Carl Howell, Minister of Communications and Works Hon. Mark Vanterpool and the Chief of Infrastructure Planning Research and Development and Project Coordinator in the Ministry of Communications and Works Dr. Drexel M. Glasgow.
Hon. Vanterpool, informed this news site that the project was created to focus on specific areas in the Territory that are very dangerous. ?There are certain areas in the Territory that are very dangerous as a result of the storm, so we were anxiously waiting for this improvement.?
The Minister added that ?now the funds are available the reconstruction of these damages depends on how quickly the project team attacks the project.?
Hon. Vanterpool said that the matter on hand is a very crucial topic and his department will be moving very swiftly to get these projects and damages around Tortola under control and safe for its people. He said that the ?project will take probably a year or two for the works to be done and for the Ministry to pin-point other areas that needs fixing.?
Prior to the work being done around the VI, workers of the Minister?s department will be engaged in a two day session dubbed as ?Procurement workshops?.
During those workshops, he indicated that the workers will be trained on how best to procure materials and services to get the best cost benefits.
With his Ministry previously engaged in energy conservation and now infrastructure rehabilitation, Hon. Vanterpool said they are all according to the plans that were included into the present government?s manifesto. He added that ?it is not what?s next for the Government but for each area the plans are being put in place.?
The Minister assured this news site that the work that will be done during the process of this project, will in no way affect the upcoming emancipation festival celebrations.
He added that any work being done will be put on hold until August 13, after the festival.

Role of CDB in Infrastructure Rehabilitation Project
While giving brief remarks at the press conference held this morning, CDB?s Chief Economist Mr. Howell stated that CDB is driven by its mandate to contribute to the harmonious growth and development of the Caribbean region and to reduce poverty. He added that by doing this, the bank has been able to leverage the skills set of its highly motivated staff to support positive development outcomes in the region.
Mr. Howell further stated, that through the provision of loan finance, policy advisory and technical assistance services and support, CDB has been able to support many countries in the region to build economic and social sector resilience and to improve recovery time following an unfortunate natural hazard event.
In reference to discussions between senior management of CDB and the Premier of the Virgin Islands, he added that the bank is in the process of preparing a country strategy for the VI that is forecasted to be introduced to the board in December.
?The country strategy will essentially set out how the bank believes it can best assist the country?s development objectives, over the next three years.?

TAMPA, Fla. (AP) ? Tennessee Titans reserve receiver O.J. Murdock has died of an apparent suicide, Tampa police say.
Police spokeswoman Andrea Davis said officers found the 25-year-old Murdock inside his car Monday morning with what appeared to be self-inflicted gunshot wounds. The car was parked in front of Middleton High School, where Murdock attended school.
He was taken to Tampa General Hospital, where he later died.
Murdock did not report to training camp over the weekend because of what the team said at the time was a personal issue.
"We are shocked and saddened to hear of O.J. Murdock's death this morning," the Titans said in a statement Monday. "In his brief time here, a number of our players, coaches and staff had grown close to O.J., and this is a difficult time for them. He spent the last year battling back from an Achilles injury as he prepared for this year's training camp. Our thoughts and prayers are with his family and friends as they try to cope with this tragedy."
As a senior at Middleton in 2005, Murdock was rated the 10th-best wide receiver recruit in the nation by Rivals.com. He signed with South Carolina, but played in only four games, making one catch, after redshirting his first season. He was arrested for shoplifting at a Florida department store during that 2006 season and suspended.
Murdock transferred to Pearl River Community College in Mississippi and then to Division II Fort Hays State in Kansas. As a senior in 2010, he had 60 catches for 1,290 yards and 12 touchdowns.
That earned him an invitation to the NFL scouting combine. After going undrafted, he was signed by the Titans last summer but spent the entire 2011 season on injured reserve after hurting his right Achilles early in training camp.
Three former NFL players ? Junior Seau, Ray Easterling and Dave Duerson ? each died of self-inflicted gunshot wounds in the past year and a half. Easterling and Duerson were found to have brain damage at the time of their deaths and their families are among those suing the league over the long-term effects of concussions. Brain tissue from Seau has been released by his family for study.
Murdock's name had not come up in the ongoing concussion debate.

ROME (AP) ? Two Italian engineers who were kidnapped and held captive for eight days in Syria have returned to Italy.
Domenico Tedeschi, 36, and Oriano Cantani, 64, told reporters at Rome's Fiumicino airport on Sunday that they still don't know the identity of their captors.
The two were seized by a group of masked men who intercepted their car en route to the airport July 18.
Cantani said the Syrian army organized their release, but did not give further details.
The two had been working for subcontractors of the Italian companyAnsaldo Energia, which supplies and installs power generation plants.
The men were in good condition. They were met at the airport by family members and foreign ministry officials.
They are expected to speak with Italian prosecutors investigating the abduction.
The city of Ottawa has extended its deadline for entering the Ottawa Riverfest parade to 4:30 p.m. Friday, Aug. 3.
"The parade is the traditional climax of our Riverfest celebration. We just want to make sure that everyone and all organizations wishing to enter have every opportunity to do so," said Mayor Robert Eschbach.

I apologize to you and the people at home, and not just for the interview I did here, but all the interviews, and the show in general."

Current Law
The child tax credit was enacted in 1997 to reduce the tax burden of filers with children. It was expanded in the 2001 tax relief (EGTRRA) for ten years, and extended for an additional two years by the 2010 tax act (TRUIRJCA). The credit is currently worth $1,000 per child under the age of 17, subject to limits. The credit is reduced by $50 for every $1,000 that the filer?s AGI exceeds a certain threshold ($75,000 for heads of household and $110,000 for joint filers).
The credit has a ?refundable? aspect as well, known as the additional child tax credit. The additional credit pays filers beyond their tax liabilities for the greater of 1) 15% of earned income over $3,000, or 2) the amount of payroll taxes not offset by the Earned Income Tax Credit (EITC) for households with three or more children.
Scheduled Changes
In 2013, the per-child value of the child tax credit will fall by half, to $500. The ?additional,? refundable portion of the credit will be limited to strike the 15% provision stated above. Additionally, the child tax credit will only be available for Schedule I filers ? AMT filers will not be able to claim the credit.
ATRF Analysis
There is an important distinction to be made between the child tax credit and its refundable provision, the additional child tax credit. The child tax credit is genuine tax relief ? in 2009, it was claimed by 23.6 million filers to offset $28.4 billion in income taxes, for an average credit value of roughly $1,200. The expiration of this relief, most of which is claimed by lower- and middle-income taxpayers, should be fought.
The additional child tax credit, in most cases, cuts a check to its recipients, and can rightly be viewed as a spending program. The IRS dubs payments made through the additional credit ?refunds,? but that is an abuse of the word?s ordinary usage, because the payments it refers to are made to filers with negative tax liabilities ? they have paid nothing into the system which can be refunded. The additional child tax credit rivals its tax-relieving counterpart in scale: in 2009, it awarded 21.3 million recipients an average handout of roughly $1,270, for a total program cost of $27.2 billion. The additional credit is a spending program (indeed, the Treasury Department and other budget authorities score it for its outlay effects), and cannot be viewed as tax relief. Its broad 15% provision should be allowed to expire, to reduce spending.
One final note must be made concerning AMT filers, who will not be able to claim the child tax credit against their AMT liability. This seemingly minor change will affect countless taxpayers (most of them middle-income), and, because of the AMT?s perverse eligibility rules, will affect more taxpayers each year. It will potentially raise each AMT filer?s tax bill by thousands of dollars.

Aetna's stock also sank in late April, after the insurer said its first-quarter profit fell 13 percent in a performance that missed Wall Street expectations. The insurer said in late June it expects second-quarter adjusted earnings, which exclude capital gains or losses, to be lower than the $1.34 per share it recorded in the first quarter.
Aetna's Medicaid business suffered a blow last month when Ohio officials awarded contracts for business in that state to Centene Corp. and Molina Healthcare Inc., but not Aetna, reversing their earlier decision. Medicaid is the state-federal program that provides coverage for the needy, aged and disabled.
Aetna, based in Hartford, Conn., projects full-year operating earnings of about $5 per share. Analysts surveyed by FactSet expect, on average, earnings of $5.04 per share.
WHY IT MATERS: Aetna is the third-largest health insurer, trailing only WellPoint and UnitedHealth in both enrollment and revenue. Aetna's results will help give analysts a better sense for how managed care companies are handling cost increases and competition for new business.
Aetna provides health insurance for about 17.9 million people. It also sells dental, group life and disability coverage.

TACC-developed AGAVE API makes scientific computing on the web easier, more powerful

Currently, it is a driving force behind the National Science Foundation's (NSF) $121 million investment in cyberinfrastructure through the Extreme Science and Engineering Discovery Environment (XSEDE), and a leading factor in the creation of the iPlant Collaborative, a $50 million effort to facilitate research in plant genetics.
For the thousands of scientists who use web portals and gateways to perform simulated experiments ranging from gene sequence alignments to complex datasets analysis, web-based science is already a reality.
Yet the field has a long way to go.
According to a 2009 study by researchers at the University of Toronto, 84 percent of scientists said developing scienti?c software is important for their own research. Scientists also said they spend, on average, 30 percent of their work time developing scienti?c software.
This means scientists are devoting a lot of their effort to writing code when they should be (and want to be) doing science.
The AGAVE Advanced Programming Interface (API) is a new tool created by staff at the Texas Advanced Computing Center (TACC) to make scientific computing on the web more functional and intuitive. In the broadest sense, it aims to make launching a computational experiment using supercomputers as easy as buying a book from Amazon.
"When services have been built to that level, research starts moving really fast," said Rion Dooley, a research associate at TACC and one of the creators of the API. "You can start leveraging manpower and focus exclusively on the science rather than the computation and technology needed to accomplish that science."
Some software development cannot be avoided. Specific tools are often required to answer specific scientific questions. However, the work researchers do can be abridged and improved with a platform that provides common functionality.
The AGAVE API does just that.
An API is the set of rules and specifications that software uses to communicate with other software. It serves as an interface between programs and facilitates their interaction. AGAVE (A Grid and Virtualization Environment) is flexible, web-friendly, and easy to integrate with. It allows researchers with little programming experience to add big time functionality to their scientific computing software.
"If we can give thousands of researchers a few percent of their time back, that's a win," Dooley said.
The AGAVE API helps both the developers and the users of scientific software. For developers, it means user-friendly tools are easy to add. Offload data management and experiment execution with a few lines of code and the power of an entire supercomputing center can be available to users of your scientific software.
For users, the AGAVE API provides science-as-a-service. This changes the paradigm from a manual, command line-driven experience to one that can be done entirely online. For many, it is the difference between walking up to a teller and banking online.
Log in, drag and drop, select and copy
We take for granted all the wonderful web-based technologies we have at our fingertips until we step into a laboratory. So many of the online tools that we rely on in our daily routines simply do not exist in a common, recognizable way inside a scientific environment.
"Millions of people each year interact with Google Maps or Dropbox or Paypal," Dooley said. "There's no learning curve with these tools; they just make sense. That's what APIs do. They provide a platform where people don't think about what's going on underneath."
What's going on underneath the AGAVE API is pretty amazing. AGAVE gives scientists and developers the ability to access and use some of the nation's most powerful supercomputers to accelerate their research.
In its current implemented state within the iPlant project, AGAVE leverages supercomputing resources at Pittsburg Supercomputing Center (PSC), San Diego Supercomputing Center (SDSC), and TACC through the XSEDE project, as well as several smaller, but equally valuable HPC and cloud resources through FutureGrid and the University of Arizona.
Access to these resources brings with it the powerful parallel software tools and libraries required to tackle big problems, supersized storage systems for archiving and sharing massive datasets, and the high speed network necessary to pull it all off.
Developers are already leveraging the AGAVE API to meet their needs. For example, the developers of BioExtract Server used AGAVE to address the large storage and intensive computing needs of bioinformatics researchers.
Created by researchers at Iowa State and the University of South Dakota (USD), BioExtract Server harnesses online informatics tools and databases to let scientists create and customize workflows for web-based analyses of genomes. Users search online sequence data, analyze the data using informatics tools, create and share custom workflows for repeated analysis, and save the resulting workflows in standardized reports.
The NSF supported the development of BioExtract Server and recently funded Dr. Carol Lushbough, a computer science professor at USD, to integrate the tool into iPlant. The tool accelerates the work of hundreds of academic and industry researchers each year, but it had drawbacks.
"BioExtract Server couldn't handle large datasets and it was really hard for our servers to execute analytic tools that are very CPU intensive," Lushbough said. "We didn't have the horsepower."
iPlant, however, can support both of those functions, and the AGAVE API allowed Lushbough to link together her tool and the iPlant resources to add these capabilities to the BioExtract tool.
"Through their API, we're able to execute iPlant tools, deploy the iPlant environment, store our data at iPlant, use the data at iPlant as input into analytic tools, and then store the output on their environment," Lushbough said. "The API gives us access to resources that we don't have. That's the biggest advantage."
The ultimate goal of AGAVE is to extend the nation's advanced computing resources to a far larger audience across the sciences.
"When a service organization exposes its resources through APIs like iPlant's Foundation API and our AGAVE platform, we can impact thousands of scientists, cutting across disciplines and demographics," Dooley said. "We can do for computational-driven scientific discovery what the printing press did for literacy."
Some of the functionalities AGAVE provides are simple, like the ability to create profiles, authorize the use of software, or move data among resources. Other tools like metadata creation, job monitoring, and auditing are more sophisticated.
The API is preparing for its second major release this summer. The new version is primarily focused on adding new types of systems, such as public and private clouds, that will give users faster turnaround times on their experiments, Dooley said.
Even now, the API is seeing a surge in use. As of July 2012, more than 3,000 researchers were using the API; 75 applications were available for use; and the API was being accessed upwards of 50,000 times per month.
To help the project gain traction, TACC staff provide a developers' console built by Apigee that allows individuals to test the interface and exercise the API without having to write any code. They also provided libraries and wrote a demo application that makes use of the entire API.
According to Karen Cranston, bioinformatics project manager at the National Evolutionary Synthesis Center, the project represents an important step for community software development.
"The promise of easily executable scientific workflows has yet to be realized. The Agave platform represents an important component, allowing developers to access common services and computational resources through a language-independent programming interface," she said.
"As large data sets, such as those from next-generation sequencing, become the norm, scientists will need access to methods, storage and computational power through services that don't require them to become software engineers."
Using AGAVE, scientists hoping to do research on the web will have fewer obstacles and far greater computing power in support of their projects.
"We're not reinventing the wheel," Dooley said. "What we're trying to do is develop a service platform that takes the spotlight off of technology and puts it back onto science."

If?demand for tires keeps rising and raw material?shortages persist, you may be driving?soon??on flowers and beans.
With more and more cars on the road everywhere from Beijing to Boston, tire manufacturers have been hard-pressed to overcome nagging shortages compounded by factory capacity problems, rising material costs and limited availability of natural rubber.
That?s leading manufacturers like Bridgestone and Goodyear on a search for alternative materials as diverse as soybeans and Russian dandelions.
?Natural rubber is a sustainable, renewable resource, but the problem is that the industry is growing so rapidly -- building 82 million cars a year now?-- that keeping up is a problem,? said Michael Martini, president, original equipment tire sales, for Bridgestone Americas. ?So we?re looking for alternatives.?
Also called India rubber or caoutchouc, natural rubber is primarily made by modifying latex collected from tapped rubber trees.?Bridgestone relies on plantations in Liberia and Malaysia, but its competitors turn to resources in other parts of the world: Africa and Asia,?South America and the Indian subcontinent.?
Frenchman Charles Marie de la Condamine first described some of the material?s basic properties in 1736, and 34 years later British scientist Joseph Priestley discovered the material was good at rubbing pencil marks off paper, hence the name, rubber.? But the big breakthrough came in 1839 when American Charles Goodyear discovered the process of vulcanization, which allowed the natural material to be used in long-lasting tires.

The problem, as Martini noted, is that vehicle sales are booming.?While sales in existing markets like the U.S., Japan and Europe may be relatively stagnant or declining, emerging markets are growing almost exponentially.?The Chinese market alone has gone from just a couple of million vehicles annually to nearly 20 million in a decade and is expected to reach 30 million before decade?s end.?
It takes about seven years for a rubber tree to go from seedling to a productive, mature plant.?And finding more land for expanding plantations is another problem.
So some members of the tire industry have joined PENRA -- the Program for Excellence in Natural Rubber Alternatives -- based at the Ohio State University?s Ohio Agricultural Research and Development Center.?One promising alternative is the Russian dandelion, whose root structure appears extremely good at producing a natural latex almost identical to what comes out of the hevea, or common rubber tree.
Botanists know the plant as taraxacum kok-saghyz -- not the common dandelion that?s the bane of American homeowners struggling to keep their lawns green.
?We know that there are more than 1,200 types of plants from which natural rubber could in theory be harvested, but finding one that could practically produce the quality and amount of rubber needed to meet the demands of today?s tire market is a challenge,? said Dr. Hiroshi Mouri, president of the Bridgestone Americas Center for Research and Technology.
Among those many potential alternatives, researchers have also zeroed in on guayule, a shrub native to the Southwest U.S. and Northern Mexico.
Tiremakers have also worked with synthetic alternatives to rubber.?Such alternatives became crucial to the American effort in World War II when supplies of natural latex were largely cut off by Axis powers.?The downside is that?synthetics are largely dependent on petroleum.
The tire industry?s goal is to not only find sustainable alternatives to natural rubber but also to come up with alternatives for some of the non-renewable materials they now use, especially petroleum.
Goodyear?s Innovation Center has come up with a new method that, researchers believe, could substitute soybean oil for as much as 7 million gallons of oil each year.?An added benefit is that the alternative ingredient appears to be able to improve tread life by as much as 10 percent.
"Consumers benefit through improved tread life, Goodyear gains with increased efficiency and energy savings and we all win whenever there is a positive impact on the environment,? said Jean-Claude Kihn, Goodyear's chief technical officer.?
The project, funded by a $500,000 grant from the United Soybean Board, should see prototype soybean-based tires begin testing later this year.? If they live up to expectations they could reach consumers by 2015, Goodyear predicted.
