TOKYO (AFP) ? A strong 6.4-magnitude earthquake struck off northeast Japan's Fukushima region, home to a crippled nuclear power plant, but there was no risk of a tsunami, seismologists said.
The tremor at 3:54 am on Sunday (1854 GMT Saturday) injured seven people but caused no damage to the Fukushima Daiichi plant, which was ravaged by a 9.0 quake and ensuing tsunami in March, the national Fire and Disaster Management Agency said.
In the city of Hitachinaka, a 60-year-old man broke his wrist when he was jolted off his bed by the tremor, media reports said. Two elderly women, aged 69 and 90, were hurt when they fell over at their homes in Koriyama.
The Japan Meteorological Agency said the tremor was presumed to be an aftershock of the March 11 quake.
"Aftershocks of the massive earthquake are still continuing actively," Akira Nagai, director of earthquake and tsunami monitoring at the agency, told a news conference.
The quake was centred in the Pacific around 100 kilometres (60 miles) south-southeast of Fukushima city, the agency and the US Geological Survey said, at a depth of about 40 kilometres.
The March disaster left more than 20,000 people dead or missing on the country's northeast coast, and the damaged nuclear plant leaking radioactive substances from its reactors.
Japan, located at the junction of four tectonic plates, experiences 20 percent of the strongest quakes recorded on Earth each year.

WASHINGTON (AP) ? It's on to the next step for the NFL and its players, who are getting closer to a full-fledged collective bargaining agreement.
"The NFL and NFLPA staffs have been working for the past few days on the final details of the new CBA," league spokesman Greg Aiello wrote in an email to The Associated Press on Saturday.
A person familiar with the negotiations confirmed to the AP that the NFL Players Association already re-established itself as a union. The person spoke on condition of anonymity because no announcement had been made by the NFLPA.
Re-establishing the union was a key step needed to finish a CBA after the main parts of the deal to end the NFL's 4?-month lockout were agreed to by owners on July 21 and by players on Monday. Only a union can negotiate items such as drug testing, player conduct policy and disability and pension programs.
For the lockout to remain lifted and the season to proceed, those issues must be resolved and a full CBA completed by Thursday, a deadline both sides are confident will be met.
In March, when federally mediated talks in Washington between owners and players broke down and the old CBA expired, the NFLPA said it was dissolving itself as a union and instead becoming a trade association. That move allowed the players to sue the league under antitrust law, and 10 did, including Tom Brady, Peyton Manning and Drew Brees. That case was settled as part of the deal the sides have agreed to.
But by decertifying, the NFLPA gave up its right to bargain on behalf of all players under labor law. That's why the union needed to form again in order to complete a CBA.
Once the CBA is fully squared away, veteran free agents who have signed new contracts in the past few days will be allowed to practice with their teams. Those players are currently allowed to attend team meetings, work out individually and watch ? but not participate ? in practice.
"It's frustrating," Buffalo Bills receiver/quarterback Brad Smith said after watching the team's first walk-through of training camp in suburban Rochester on Saturday. "It's good. I can sit here and watch the guys go through the plays and learn the system. It hurts a little bit. But it's a positive opportunity."
The former New York Jets multipurpose offensive star signed a four-year contract with the Bills on Friday.
In addition to the Bills, at least the following teams had voted in favor of re-certification as of Saturday afternoon: Patriots, Chiefs, Broncos, Bengals, Cowboys, Jaguars, Browns, Saints and Steelers, 49ers, Falcons, Giants, Titans, Buccaneers and Bears.

According to franchise research and consultancy FranNet, the number of corporate refugees becoming franchisees to safeguard their children?s? futures has increased in the past few years.

A recent BuildFax report showed home improvement spending is at historically high levels, as homeowners increasingly choose to invest in their property while waiting for real estate values to rise. But Lowe's CEO Robert Niblock told Advertising Age customers are mainly spending money on essential home maintenance rather than discretionary projects. Also, many consumers are opting for more affordable products, Mr. Niblock said, like choosing stock items rather than custom-made pieces.
Given this consumer thriftiness, its not surprising that Ikea, known for low prices, is doing well. The Cupertino company saw sales of its iPhone grow by 141.8 percent in the space of a year (compare that with overall growth of the mobile phone market of 11.3 percent). And just in case that 141.8 percent elicited nothing more than a nonchalant shrug of the shoulders, the next best figures were turned in by ZTE, with 36 percent year-over-year growth.
However, Apple?s rise in shipment figures for the second quarter still left it in fourth place behind Nokia, Samsung and LG Electronics in terms of overall sales.
LG Electronics will likely be looking over its shoulder though. In the same quarter a year ago, the Korean company sold a shade over 30 million units, whereas Apple only managed 8.4 million. This year, the picture is very different ? while LG shifted just under 25 million units, Apple wasn?t far behind with record sales of 20.3 million.
Nokia was still way out in front with 88.5 million phones sold, though its market dropped 20.3 percent year-over-year. Samsung maintained second place with 70.2 million phones sold.
Apple will be more than happy with these figures, especially considering its smartphone, the iPhone 4, is more than a year old. If consumers clamor for the next-generation iPhone (and we all know how Apple fans like to have only the very latest version of their beloved smartphone), due out in the coming months, the company should easily move into third spot, above LG.
IDC pointed out another factor that will determine the level of the comapany?s success in the mobile phone market. Most responsible homeowners make an effort to keep harsh chemicals, rat poison and other dangerous substances away from pets. However, the same people may not realize how many other pet toxins lurk in the home. Here are 10 other items that could make your pet sick.
1. Ibuprofen: You may have the best intentions in giving human pain medications to pets, but no drugs should be given to pets without first consulting your veterinarian. Ibuprofen in particular can cause significant intestinal and kidney damage, but many other over-the-counter and prescription medications for humans can harm animals. Also keep in mind that child-proof medicine bottles are not necessarily animal-proof, and pets could ingest a whole bottle of drugs.
2. Pet medications: It?s also important to keep animal medications out of reach of pets. They are often enticingly flavored, so if pets find their way into the bottle, they are likely to gobble far more than a safe dosage.
3. Grapes and raisins: It?s also important to be careful with snacks for animals. Grapes and raisins can cause kidney failure in dogs. Some tests show as few as seven grapes can be toxic. Onions and garlic are also dangerous for both cats and dogs, though typically in larger amounts.
4. Sugar-free gum and mints: Sugarless candy and other items often contain xylitol, a sweetener that can cause low blood sugar and liver failure.
5. Chocolate: It?s not a myth propagated by chocoholics trying to hoard their sweets. Chocolate can be deadly for dogs and other pets. A mild stimulant in chocolate can be far from mild for pets. It can cause seizures, vomiting, diarrhea and heart problems. Dark chocolate is particularly dangerous. Also, coffee and other caffeinated drinks contain similar substances.
6. Alcohol: Your dog may be your best bud, but don?t share a Bud with him. Even small amounts of alcohol can cause gastrointestinal and respiratory problems in many animals, and may be deadly.
7. Lilies: Lilies top a long list of common plants that can be toxic to animals. A cat that eats even small amounts of lily parts can incur severe kidney damage. Other dangerous plants include sago palms, tulip bulbs, azaleas, rhododendrons, yew and English ivy.
8. Batteries: Again, most corrosive acids are kept away from pets, but pet owners may not think of keeping batteries well out of reach. Battery acid can cause corrosive injuries to the mouth and stomach of many animals. Liquid potpourri may also be similarly dangerous.
9. Christmas trees: If pets eat tinsel and other decorations, the material can cause intestinal problems. Similarly, Christmas tree water may contain dangerous bacteria and fertilizers.
10. Citronella candles: Citronella smells good, so it attracts dogs, but it can cause diarrhea and stomach cramps if ingested.
These 10 substances may be hidden pet poisons in the home. On the other hand, there is no evidence that Febreze can be deadly for cats and other pets, despite dire warnings to the contrary floating around the Internet.

Some recreational water illnesses (RWIs) from swimming pools can be avoided if the proper precautions are taken. Some RWI?s can come from wild animals such as raccoons.
Raccoons carry many disease causing microorganisms most of which are killed by having the proper amount of chlorine in the water. However, the eggs of a roundworm called Baylisascaris procyonis cannot be killed by chlorine and many raccoons are infected with this parasite. If eggs are swallowed it can result in a very serious neurological disease.
Since raccoon feces can contain Baylisascaris eggs, it is important to take the proper precautions with your swimming pool to keep yourself and your children safe.
If you have a small plastic or inflatable pool, it is best to empty it every day. With a bigger pool, be on the lookout for signs of raccoons hanging around nearby. In either case, try not to do anything that might attract raccoons near your home, like leaving food out that they can eat. Soil and other surfaces with raccoon feces can also contain the eggs and you don?t want your children getting the eggs on their hands, where they may very well end up in their mouth.

SAN DIEGO ? Robert Rodriguez waited until Comic-Con to announce that he's planning sequels to "Sin City" and "Machete."
He says a script for "Sin City 2" is being refined, and he hopes for two sequels to last year's "Machete" ? at least one of which will bring the blade-slinging star into space.
"Even if we don't get to three, I'm at least making the trailer for three because it's so good. I would put it even before part two," Rodriguez said. "Machete goes into space! It's like `Moonraker.'"
The 43-year-old filmmaker made the announcements Thursday in front of 6,500 fans at the San Diego Convention Center, then celebrated the news at an intimate party at the Hard Rock Hotel across the street.
He also discussed his latest film, "Spy Kids 4," which is set to release in "4-D" next month.
Playing in both 2-D and 3-D, the fourth dimension is "smell-o-vision." Rodriguez explained that moviegoers will receive a card when they come into the theater that has eight numbers on it that hold scents that correspond with the film.
"When a number flashes on screen, you scratch that number and you smell it, and whatever they're smelling on screen, you smell in the audience," he said. "There's sweet smells and bad smells ? because we have a baby and we have a dog ? and it's really fun."
Rodriguez also announced three new partnerships: He plans to develop games and movies with the "Heavy Metal" franchise, create a museum and other media around the fantasy artwork of Frank Frazetta and inspire computer hardware for filmmaking with the tech company AMD.

Mr. Downey also teaches legal ethics and law firm practice as an adjunct professor at Washington University and St. Louis University. He has served on and led numerous bar committees, including chairing the ABA?s Ethics & Technology Committee and the Illinois State Bar Association?s Standing Committee on Professional Conduct. Mr. Downey has presented more than 200 times and published more than 40 articles on professional ethics. He has also been interviewed on professional ethics numerous times, including appearing on the front page of the New York Times and on NPR?s Talk of the Nation. Mr. Downey?s first book, Introduction to Law Firm Practice, should be released in early 2010.
William Freivogel is the Principal of Freivogel Ethics Consulting in Chicago and formerly Senior Vice President ? Loss Prevention of Aon Risk Services, inc., where he was responsible for providing professional responsibility advice and risk management services to his company?s law firm clients. Mr. Freivogel was a trial lawyer for 23 years and since 1987 has concentrated on legal ethics, lawyer malpractice, and related disciplines.? He served on the American Law Institute?s Members? Consultative Group for the Restatement of the Law Governing Lawyers and as a member of the Advisory Council to the American Bar Association?s Ethics 2000 Commission.?He is currently Chair of the ABA Business Law Section?s Professional Responsibility Committee and a member of the ABA/BNA Lawyers? Manual on Professional Conduct Editorial Board. I used to believe relating was about facing each other and seeing each other in each other?s eyes.
I now believe relating is about travelling side by side, looking in the same direction. Every now and then we look across at each other and prod each other on with a kind smile.
I used to believe we found our match.
I now believe we our partner holds a mirror up to us and our deepest fears?and abilities. We see ourselves in their behaviour and we rise to it and grow?and do the same to them. And thus we move forward. When the mirror you hold is no longer appropriate to the other, they slip away. This is fine.

Finding the relationship we want can come early or later in life. It may even happen again and again in one lifetime. There is no right or wrong for how to find a relationship nor is there a timeline that you have to follow. Follow your heart, listen to your inner voice, continue to become your own soul mate, and stay open to love. The journey of finding the right relationship begins with being in right relationship with yourself.
