Tampa, Florida - 49 year old Carlos Rivas At 9:45 p.m. on Saturday evening, a Tampa Police Officer was stopped at a traffic light at N. 15th Street & E. Fowler Avenue when?Carlos Rivas?walked up to the officer's vehicle and said that he had killed someone at the University Oakwood Apartments.
Officers?went?to 1254 E. 113th Avenue and they say they found a white man inside the?apartment who is dead.
