Indigenous vs. multinationals in Mexico wind power

MEXICO CITY (AP) ? Mexico is putting up wind power turbines at a breakneck pace and the expansion is pitting energy companies against the Indians who live in one of the windiest spots in the world.

The country is posting one of the world's highest growth rates in wind energy, and almost all of it is concentrated in the narrow waist of Mexico known as the Isthmus of Tehuantepec, where winds from the Pacific meet winds from the Gulf of Mexico, spawning places so wind-blown that one town's formal name is simply "Windy."

The largely indigenous residents of the Isthmus complain that the wind farms take control of their land, affect fish and livestock with their vibrations, chop up birds and pit residents against each other for the damage or royalty payments. They also claim they see few of the profits from such projects.

President Felipe Calderon has made the inauguration of wind parks one of the main focuses of his administration's ambitious pledge to cut Mexico's carbon emissions by 30 percent by 2020, and on Tuesday ? as he has done before ? he stopped by the state of Oaxaca to inaugurate a new clutch of wind turbines, praising the extra income they provide for some farmers.

"Yes, you can fight poverty and protect the environment at the same time. This is a clear example," Calderon said at the opening ceremony.

But as in the past, he did so under tight security, as local protesters threatened to mar the inauguration. The president's office normally publishes a detailed schedule of his planned activities, but didn't do so with Tuesday's inauguration, keeping it under wraps until the event took place.

So far in 2012, Mexico has posted a startling 119 percent increase in installed wind-power capacity, more than doubling the 519 megawatts it had last year, the highest annual growth rate listed in the magazine Wind Power Monthly's "Windicator" index. Mexico had only 6 megawatts when Calderon took office in 2006.

While Mexico, with a total of around 1.3 gigawatts of wind power, is still a tiny part of the world's estimated 244 gigawatt capacity, it offers an insight into what happens when the industry focuses overwhelmingly on large farms dominated by large companies that are concentrated in a small, desirable area.

It has been mainly Spanish firms like Iberdrola, Union Fenosa and Gamesa, and U.S. firms like Sempra Energy, that have built the huge wind towers that now crowd the Isthmus of Tehuantepec, leaving the local population feeling invaded. Only 4 of Mexico's 17 wind farms are located outside the isthmus.

It raises the question of whether bigger is always better.

"We are asking these multinationals to please get out of these places," said Irma Ordonez, an activist from the Zapotec Indian town of Ixtepec, Oaxaca. "They want to steal our land, and not pay us what they should."

"When they come in they promise and promise things, that they're going to give us jobs, to our farmers and our towns, but they don't give us anything," said Ordonez, who traveled to Mexico City in October to protest outside the offices of a Mitsubishi Corp.

Industry sources say the distrust is unmerited, given the potential benefits to the poverty-stricken farming and fishing towns on the isthmus.

The latest battle focuses on a huge, 396-megawatt off-shore wind farm planned for a narrow spit of land in a lagoon near the village of San Dionisio del Mar, Oaxaca.

A source close to the project, who was not authorized to speak on the record, said the project had been approved by village assemblies, would have little impact on fishing activities in the lagoon and would contribute an amount equal to about half the township's annual budget in coming years in compensation and royalties.

But opponents and supporters engaged in a tense standoff outside the town in October, when a group of men blocked roads to prevent a planned demonstration against the wind farm.

Saul Celaya, a Huave Indian farmer and San Dionisio resident, said the lagoon project would damage mangrove swamps where fish, shrimp and other sea life breeds, and scare off the fish that locals depend on.

"Just when they were doing soil studies, there was a mass die-off of fish," Celaya said, adding that projects opponents "are being intimidated, they're afraid to leave their houses, they're threatened."

The industry source denied the company was intimidating anyone, but acknowledged the project had suffered some delays due to disputes within the community.

Others say it didn't have to be this way, big corporations pitting villagers against villagers. There are proposals to have local towns start their own wind farms, so that they could decide where they would be situated and where profits should go.

Rodrigo Penalosa, an activist who supports the town of Ixtepec's proposed 100-megwatt community wind farm, noted that "the community has already approved it. The problem is that the (government) Federal Electricity Commission won't allow the community project to get access to the network.... but it does allow the multinationals access."

Sergio Oceransky, whose Yansa Group is trying to help kick-start the community wind project, said the commission is asking for financial guarantees of millions of dollars "that no community in Mexico could meet."

"These are requirements that are basically designed to ensure that only projects presented by multinationals can compete," said Oceransky, who claims that such guarantees are not required by federal law.

The commission did not respond to repeated requests for comment.

With a limited transmission capacity for the projects, and the last lots of line capacity being auctioned off, the situation is becoming critical; what could be a sterling example of alternative energy production is threatening to become a permanent political dispute in southern Mexico.

"This is the last chance," Oceransky says.

(AP) ? Two days after superstorm Sandy brought New York to a standstill, residents itching to get back to work and their old lives noticed small signs that the city might be getting back to ? well, not quite normal.

Morning rush-hour traffic appeared thicker than on an ordinary day as people started to return to work in a New York without functioning subways. Cars were bumper to bumper on several major highways.

Mayor Michael Bloomberg rang the bell at the New York Stock Exchange Wednesday morning, reopening it after a rare two-day closure.

Perhaps most promising, though, was the people waiting at bus stops ? a sign that mass transit was trying to resume even as the subway system and some vehicle tunnels remained crippled by Sandy's record storm surge.

Rosa Diaz, a 58-year-old diabetic, waited for a bus to take her to the Bronx so she could she could keep an appointment with her endocrinologist. She lives in the Flushing section of Queens but is staying with her mother, who lives in a senior residence in Manhattan's Chelsea neighborhood ? with no power.

"It's horrible," she said. "Thank God, I bought gallons and gallons of water to drink and to wash with."

Even though workaday life was slowly returning, there was little false hope.

"Clearly, the challenges our city faces in the coming days are enormous," Bloomberg said Tuesday as officials warned that power might not be back until the weekend for hundreds of thousands of people accustomed to their cosmopolitan lives.

While some bus service resumed and some bridges reopened, transit officials said they couldn't predict when the subway would run again after suffering the worst damage in its 108-year history.

The storm's deadly impact grew grimly clearer as the worst of it moved off: The death toll rose to 22 in the city, including two people who drowned in a home and one who was in bed when a tree fell on an apartment. A fire destroyed as many as 100 houses in a flooded beachfront neighborhood in Queens, while firefighters used boats to rescue people in chest-high water.

For the 8 million people who live here, the city was a different place two days after being battered by the megastorm ? a combination of Hurricane Sandy, a wintry storm and a blast of arctic air.

Schools were shut for a second day and were closed Wednesday, too. And people inside and outside the city scrambled to find ways to get to work.

In lower Manhattan where power was out, traffic streamed off the Brooklyn Bridge but slowed as it approached downtown. There were few signs that traffic was being directed by police through intersections with darkened stoplights.

Buses have resumed partial service and are free, for now. And the city has modified taxi rules and encouraged drivers to pick up more than one passenger at a time.

Jeff Storey, of Goshen in the Hudson Valley north of the city, is a regular on the Metro-North Railroad and has been forced to work from home this week. He may have to switch to a bus until commuter rail service is running again, he told the Times-Herald Record of Middletown.

For Jill Meltz, a 45-year-old resident of the Upper West Side who works in advertising, Wednesday was the first day she felt good about going out. But it wasn't quite business as usual.

"It'll be back to normal when Starbucks opens," she said, glancing at a still-dark coffee shop.

The night before, faced with the prospect of days without power and swaths of the city plunged into darkness at night, police brought in banks of lights and boosted patrols to reassure victims of a monster storm that they won't be victims of crime.

Some prominent galleries in Manhattan's Chelsea neighborhood hired private security and apartment building superintendents suddenly became guards. In Coney Island, about 100 police officers stood on corners or cruised in cars to guard a strip of vandalized stores and a damaged bank, to the relief of shaken residents.

"We're feeling OK, but at first we felt worried," 12-year-old Oleg Kharitmov said Tuesday as he walked his dog with his parents by the bank. "I'm pretty happy that the cops are here."

There was little sign of a crime wave, although police made multiple arrests in the city Monday and Tuesday, officials said. Charges included burglary, criminal mischief and trespassing. In one incident, three men were arrested on burglary charges after they struck a Radio Shack in Rockaway Beach, Queens, on Tuesday morning.

As night fell, nerves frayed.

Yvique Bastien waited outside an apartment complex with her two sons, her daughter, 4-month old grandchild and a pushcart full of supplies, hoping to get a ride to a relative's home from a member of her church. With the power out, it wasn't safe to stay, she said.

"We don't know what can happen to us," she said.

Bloomberg promised "a very heavy police presence" in the darkened neighborhoods, which include much of Manhattan south of the Empire State Building, from the East River to the Hudson River. Even outside the blackout areas, police deployed vans and patrol cars with their roof lights on, along with officers on the streets in a robust show of force.

Problems with high-voltage systems caused by the storm forced the utility to cut power Tuesday night to about 160,000 additional customers in Brooklyn and Staten Island.

Consolidated Edison, the power company, estimated it would be days before the last of the hundreds of thousands of customers in Manhattan and Brooklyn who lost power have electricity again. For the Bronx, Queens, Staten Island and Westchester County, with even more outages, it could take a week.

7.4 million wake up in the dark: Sandy leaves death and destruction in wake

NEW YORK (AP) ? As Superstorm Sandy marched slowly inland, millions along the East Coast awoke Tuesday without power or mass transit, with huge swaths of the nation's largest city unusually vacant and dark.

New York was among the hardest hit, with its financial heart in Lower Manhattan shuttered for a second day and seawater cascading into the still-gaping construction pit at the World Trade Center. President Barack Obama declared a major disaster in the city and Long Island.

The storm that made landfall in New Jersey on Monday evening with 80 mph sustained winds killed at least 17 people in seven states, cut power to more than 7.4 million homes and businesses from the Carolinas to Ohio, caused scares at two nuclear power plants and stopped the presidential campaign cold.

A levee broke in northern New Jersey and flooded the town of Moonachie, forcing authorities to evacuate as many as 1,000 people early Tuesday, Bergen County official Jeanne Baratta told The Record newspaper. Some people in a trailer park had to climb the roofs of their trailers to await rescue, she said.

The massive storm reached well into the Midwest: Chicago officials warned residents to stay away from the Lake Michigan shore as the city prepares for winds of up to 60 mph and waves exceeding 24 feet well into Wednesday.

"This will be one for the record books," said John Miksad, senior vice president for electric operations at Consolidated Edison, which had more than 670,000 customers without power in and around New York City.

An unprecedented 13-foot surge of seawater ? 3 feet above the previous record ? gushed into Gotham, inundating tunnels, subway stations and the electrical system that powers Wall Street, and sent hospital patients and tourists scrambling for safety. Skyscrapers swayed and creaked in winds that partially toppled a crane 74 stories above Midtown.

The massive storm caused the worst damage in the 108-year history of New York's extensive subway system, according to Joseph Lhota, the chairman of the Metropolitan Transportation Authority.

Right before dawn Tuesday, a handful of taxis were out on the streets, though there was an abundance of emergency and police vehicles.

Remnants of the former Category 1 hurricane were forecast to head across Pennsylvania before taking another sharp turn into western New York by Wednesday morning. Although weakening as it goes, the massive storm ? which caused wind warnings from Florida to Canada ? will continue to bring heavy rain and local flooding, said Daniel Brown, warning coordination meteorologist at the National Hurricane Center in Miami.

As Hurricane Sandy closed in on the Northeast, it converged with a cold-weather system that turned it into a monstrous hybrid of rain and high wind ? and even snow in West Virginia and other mountainous areas inland.

Just before it made landfall at 8 p.m. near Atlantic City, N.J., forecasters stripped Sandy of hurricane status ? but the distinction was purely technical, based on its shape and internal temperature. It still packed hurricane-force wind, and forecasters were careful to say it was still dangerous to the tens of millions in its path.

While the hurricane's 90 mph winds registered as only a Category 1 on a scale of five, it packed "astoundingly low" barometric pressure, giving it terrific energy to push water inland, said Kerry Emanuel, a professor of meteorology at MIT.

Officials blamed at least 16 deaths on the converging storms ? five in New York, three each in New Jersey and Pennsylvania, two in Connecticut, and one each in Maryland, North Carolina and West Virginia. Three of the victims were children, one just 8 years old.

Sandy, which killed 69 people in the Caribbean before making its way up the Eastern Seaboard, began to hook left at midday Monday toward the New Jersey coast. Even before it made landfall, crashing waves had claimed an old, 50-foot piece of Atlantic City's world-famous Boardwalk.

"We are looking at the highest storm surges ever recorded" in the Northeast, said Jeff Masters, meteorology director for Weather Underground, a private forecasting service.

Sitting on the dangerous northeast wall of the storm, the New York metropolitan area got the worst of it.

An explosion at a ConEdison substation knocked out power to about 310,000 customers in Manhattan, said Miksad.

"We see a pop. The whole sky lights up," said Dani Hart, 30, who was watching the storm from the roof of her building in the Navy Yards.

"It sounded like the Fourth of July," Stephen Weisbrot said from his 10th-floor apartment.

New York University's Tisch Hospital was forced to evacuate 200 patients after its backup generator failed. NYU Medical Dean Robert Grossman said patients ? among them 20 babies from neonatal intensive care that were on battery-powered respirators ? had to be carried down staircases and to dozens of waiting ambulances.

Not only was the subway shut down, but the Holland Tunnel connecting New York to New Jersey was closed, as was a tunnel between Brooklyn and Manhattan. The Brooklyn Bridge, the George Washington Bridge, the Verrazano-Narrows Bridge and several other spans were closed due to high winds.

The three major airports in the New York area ? LaGuardia, Newark Liberty and Kennedy ? remained shut down Tuesday.

A construction crane atop a $1.5 billion luxury high-rise in midtown Manhattan collapsed in high winds and dangled precariously. Thousands of people were ordered to leave several nearby buildings as a precaution, including 900 guests at the ultramodern Le Parker Meridien hotel.

Alice Goldberg, 15, a tourist from Paris, was watching television in the hotel ? whose slogan is "Uptown, Not Uptight" ? when a voice came over the loudspeaker and told everyone to leave.

"They said to take only what we needed, and leave the rest, because we'll come back in two or three days," she said as she and hundreds of others gathered in the luggage-strewn marble lobby. "I hope so."

Trading at the New York Stock Exchange was canceled again Tuesday ? the first time the exchange suspended operations for two consecutive days due to weather since an 1888 blizzard struck the city.

Fire destroyed at least 50 homes Monday night in a flooded neighborhood in the Breezy Point section of the borough of Queens, where the Rockaway peninsula juts into the Atlantic Ocean. Firefighters told WABC-TV that they had to use a boat to rescue residents because the water was chest high on the street. About 25 people were trapped in one home, with two injuries reported.

Airlines canceled around 12,500 flights because of the storm, a number that was expected to grow.

Off North Carolina, not far from an area known as "the Graveyard of the Atlantic," a replica of the 18th-century sailing ship HMS Bounty that was built for the 1962 Marlon Brando movie "Mutiny on the Bounty" sank when her diesel engine and bilge pumps failed. Coast Guard helicopters plucked 14 crew members from rubber lifeboats bobbing in 18-foot seas.

A 15th crew member who was found unresponsive several hours after the others was later pronounced dead. The Bounty's captain was still missing.

One of the units at Indian Point, a nuclear power plant about 45 miles north of New York City, was shut down around 10:45 p.m. Monday because of external electrical grid issues, said Entergy Corp., which operates the plant. The company said there was no risk to employees or the public.

And officials declared an "unusual event" at the Oyster Creek nuclear power plant in Lacey Township, N.J., the nation's oldest, when waters surged to 6 feet above sea level during the evening. Within two hours, the situation at the reactor ? which was offline for regular maintenance ? was upgraded to an alert, the second-lowest in a four-tiered warning system. Oyster Creek provides 9 percent of the state's electricity.

In Baltimore, fire officials said four unoccupied rowhouses collapsed in the storm, sending debris into the street but causing no injuries. Meanwhile, a blizzard in far western Maryland caused a pileup of tractor-trailers that blocked the westbound lanes of Interstate 68 on slippery Big Savage Mountain near the town of Finzel.

"It's like a long-tailed cat in a room full of rocking chairs up here," said Bill Wiltson, a Maryland State Police dispatcher.

Hundreds of miles from the storm's center, gusts topping 60 mph prompted officials to close the port of Portland, Maine, and scaring away several cruise ships. A state of emergency in New Hampshire prompted Vice President Joe Biden to cancel a rally in Keene and Republican nominee Mitt Romney's wife, Ann, to call off her bus tour through the Granite State.

About 360,000 people in 30 Connecticut towns were urged to leave their homes under mandatory and voluntary evacuation orders. Christi McEldowney was among those who fled to a Fairfield shelter. She and other families brought tents for their children to play in.

"There's something about this storm," she said. "I feel it deep inside."

Despite dire warnings and evacuation orders that began Saturday, many stayed put.

New Jersey Gov. Chris Christie ? whose own family had to move to the executive mansion after his home in Mendham, far from the storm's center, lost power ? criticized the mayor of Atlantic City for opening shelters there instead of forcing people out.

Eugenia Buono, 77, and her neighbor, Elaine DiCandio, 76, were among several dozen people who took shelter at South Kingstown High School in Narragansett, R.I. They live on Harbor Island, which is connected to the mainland by a causeway.

"I'm not an idiot," said Buono, who survived hurricanes Carol in 1954 and Bob in 1991. "People are very foolish if they don't leave."

BP hikes dividend, looks beyond 2014

LONDON (Reuters) - British oil company BP Plc raised its dividend on Tuesday and signaled a more upstream-focused future beyond 2014 along with stronger than expected quarterly profits.

Chief Executive Bob Dudley also outlined the British group's preparedness for a court battle with U.S. authorities over its 2010 U.S. Gulf oil spill, and declared the new Russian strategy it announced last week a "truly distinctive position in one of the world's largest and most important oil and gas provinces."

Third quarter underlying replacement cost profit fell to $5.2 billion from $5.5 billion a year ago. A shrinking business, lower production and lower crude prices took their toll, but the effect was partly offset by a co-incidence of strong refining margins and the company's highest availability of refinery capacity in years.

The result was ahead of analysts' expectations of around $4.1 billion, mainly because of the refining result, and up from $3.7 billion in the second quarter.

BP jacked up its dividend by 12.5 percent to 9 cents a share, its second dividend increase since the spill interrupted payouts.

"They're very strong numbers. They've successfully captured in Q3 refining margins, certainly within the U.S. so that's the reason for the strength within the Q3 earnings," said Bernstein analyst Oswald Clint.

BP has fallen to a distant fourth in the top tier of oil and gas companies after the Macondo well disaster, and amid uncertainty over the future of its Russian operations.

The company had shed vast chunks of its business since the spill that killed 11 people and triggered the United States' worst ever offshore environmental disaster in a bid to raise enough cash to pay compensation.

It is in talks with the Department of Justice and other U.S. agencies regarding a final settlement, but despite reports during this year that an out-of-court deal was close, no such agreement has materialized.

"Whilst it (BP) is ready to settle on reasonable terms, a number of unresolved issues remain and there is significant uncertainty as to whether an agreement will ultimately be reached." BP said in its results statement.

"BP has repeatedly said that it is willing to settle on reasonable terms but otherwise continues to prepare vigorously for the start of trial."

BP said trial is now scheduled for late February 2013.

RUSSIA PLAY

BP last week embarked on a plan to re-arrange its assets in Russia, agreeing to sell its half of the profitable but mature and troublesome TNK-BP business for $12.4 billion in cash plus a 19.75 percent stake in state-controlled Russian group Rosneft .

The aim is to realise a return from a business that has paid no dividends back to BP this year due to disputes with its co-owners, AAR, and to establish a relationship with Rosneft, which is at the center of a much more government-controlled approach to resource development in Russia than was the case when BP bought into TNK-BP in the 1990s.

POST-2014

Beyond that, Dudley also sketched BP's plans beyond 2014 for the first time, predicting a more upstream focused and more oil-centric oil and gas group in future.

"BP expects to generate future growth through increased investment in new upstream projects in higher-margin areas and through new access and exploration," he said.

"BP's business portfolio is expected to become more tightly focused around its strong existing positions and its key operating strengths."

Ironically, TNK-BP, like the refining operations it is busy shedding as part of its divestment programme, also underpinned BP's performance beating result, according to some analysts, many of whom remain sceptical that BP can catch up with its rivals in the industry.

"The sale of TNK-BP to Rosneft, while the removing the headache of being in partnership with AAR, still leaves BP as a large minority in company heavily influenced by the Russian state and Macondo settlement with the US DoJ appears no closer," said Richard Griffiths of Oriel Securities in a research note maintaining his Hold recommendation.

Bigger rivals Exxon Mobil , Royal Dutch/Shell and Chevron are due to report their results later this week.

BP shares were up 3.7 percent at 440.8 pence in morning trade. The stock is still down 33 percent from levels before the 2010 oil spill, while Europe's STOXX oil and gas index <.sxep> is down 4 percent over the same period.

Amazon.com Inc. (AMZN) Eyeing Brazil Retailer&#39;s Online Biz ...

Amazon.com Inc. (AMZN)Amazon.com Inc. (NASDAQ:AMZN) was rumored earlier this year to be in the market for a prominent Brazilian retailer's e-commerce business, but those talks were downplayed and dismissed. However, it seems that at least one part of the rumor - that a Brazilian retailer was putting the e-commerce business on the market for sale - is now confirmed publicly. And there is little secret that Amazon.com Inc. (NASDAQ:AMZN) has expressed serious interest in getting into the Brazilian market, which as 200 million people and a potential $12 billion annual e-commerce market.

Could this be the time that the marriage happens, thanks to Saraiva?

Saraiva, a Brazilian retailer, has indicated interest in selling its online e-commerce business, with special focus on its e-books that have generated about $250,000 in revenue per year. Saraiva has much higher margins with its brick-and-mortar retail stores, so though Brazil is a burgeoning online marketplace despite limited Internet access (though getting better). Amazon.com Inc. (NASDAQ:AMZN) ?may likely see Saraiva's e-commerce unit as an opportunity to break into the regulated online market in Brazil, especially as it is looking to introduce its Kindle e-reader to the market in the coming weeks and months. With taxation, logistical and regulatory issues that are unique in Brazil, Amazon.com Inc. (NASDAQ:AMZN) could be well-served to break into the marketplace through an already existing e-commerce channel.

"Why would this be interesting for Amazon? Amazon's main challenge will initially be overcoming the obstacle of the?publishing companies. By buying Saraiva it shortens that distance dramatically," said an anonymous industry executive.

A second executive said, "(Saraiva's) assets in terms of relationships with publishers and distributors could be important for Amazon."

That might be true. Would the money to buy Saraiva's e-commerce portal be a better investment than Amazon.com Inc. (NASDAQ:AMZN) trying to develop its own organic presence? Have investors already accounted the prior rumor in the stock price, and how would this figure into the stock price moving forward should this deal go through? How might investors like billionaire fund manager Jim Chanos of Kynikos approach this news for the future fortunes of Amazon.com Inc. (NASDAQ:AMZN) as it moves into the growing South American market?

Sleep duration affects hunger differently in men and women

ScienceDaily (Oct. 31, 2012) ? A new study suggests that increasing the amount of sleep that adults get could lead to reduced food intake, but the hormonal process differs between men and women.

"Restricting sleep in healthy, normal weight participants has limited effects on metabolic risk factors and may affect food intake regulating hormones differently in men and women," said Marie-Pierre St-Onge, PhD, FAHA, the study's principal investigator. "We were surprised by the lack of a significant effect of sleep on glucose and insulin, leptin, and sex differences in the hunger-stimulating hormone ghrelin and the satiety hormone GLP-1."

The study, appearing in the November issue of the journal SLEEP, tracked the sleep duration, glucose dysregulation, and hormonal regulation of appetite in 27 normal weight, 30- to 45-year-old men and women. Participants provided fasting blood draws, and they were studied under two sleep conditions: Short (4 hours) or habitual (9 hours). Short sleep increased total ghrelin levels in men but not women and reduced GLP-1 levels in women but not in men, a sex difference that has not been reported before. The results suggest that the common susceptibility to overeat during short sleep is related to increased appetite in men and reduced feelings of fullness in women.

"Our results point to the complexity of the relationship between sleep duration and energy balance regulation," St-Onge said. "The state of energy balance, whether someone is in a period of weight loss or weight gain, may be critical in the metabolic and hormonal responses to sleep restriction."

According to the authors, this is the largest controlled clinical investigation of the effects of sleep reduction on hormonal regulation of food intake. The results support a causal role of sleep duration on energy intake and weight control.

Disney to buy "Star Wars" producer for $4.05 bln

LOS ANGELES (Reuters) - Walt Disney Co agreed to buy filmmaker George Lucas's Lucasfilm Ltd and its "Star Wars" franchise for $4.05 billion in cash and stock, a b lockbuster deal that includes the surprise promise of a new film in the series in 2015.

Disney Chief Executive Bob Iger told analysts on Tuesday that the plan is to release a new movie in the series every two to three years thereafter. The last "Star Wars" picture was "Revenge of the Sith" in 2005, and Lucas has in the past denied any plans for more.

Lucas, a Hollywood icon known for exercising control over the most minute details of the fictional universe he created, will remain as a creative consultant on the new films.

"It's now time for me to pass 'Star Wars' on to a new generation of filmmakers," he said in a statement. Lucas will become the second-largest individual holder of Disney shares, with a 2.2 percent stake.

Disney will pay about half the purchase price in cash and issue about 40 million shares at closing.

"This is one of the greatest entertainment properties of all time," Iger said. Like Disney's purchases of Marvel Entertainment and Pixar studio, LucasFilm will "drive long-term value to our shareholders," he said.

Chief Financial Officer Jay Rasulo said the deal would lower Disney's earnings per share by a low single-digits percentage in fiscal 2013 and 2014. H e also said Disney would repurchase all of the issued shares on the open market within the next two years, on top of planned buybacks.

This agreement marks the third time in less than seven years that Disney has signed a massive deal to take over a beloved studio or character portfolio, part of its strategy to acquire brands that can be stretched across TV, movies, theme parks and the Internet.

In early 2006, Disney struck a deal to acquire "Toy Story" creator Pixar, and in the summer of 2009 it bought the comic book powerhouse Marvel.

"Disney already has a great portfolio and this adds one more," said Morningstar analyst Michael Corty. "They don't have any holes, but their past deals have been additive."

Iger said he and Lucas first discussed a possible sale about 18 months ago. Lucas was pondering his retirement, and Iger was looking to add another well-known brand to the Disney empire. The two signed the deal at Disney's Burbank, California, headquarters on Tuesday.

"Everywhere I went, 'Star Wars' was already there, and sometimes they got there ahead of us," said Iger in an interview. "I kept seeing that brand and decided maybe we should buy it."

He told analysts he believed there was "substantial pent-up demand" for new "Star Wars" movies. Each of the last three films in the series would have grossed $1.5 billion in today's dollars at the box office, CFO Rasulo estimated.

The film's iconic characters also will boost Disney's sales of toys and other consumer products, particularly overseas, executives said. Sales of "Star Wars" items such as Darth Vader and Yoda action figures total roughly $215 million a year, Rasulo said.

In 2005, the year the last "Star Wars" film was released, LucasFilm generated $550 million in operating income, Rasulo said.

Disney also will be able to extend the presence of the franchise at its theme parks around the globe, Iger said. The company's parks already feature rides based on "Star Wars" and "Indiana Jones," another Lucas property.

"Star Wars" characters also are likely to find a home on the Disney XD cable channel, which is aimed at young boys, Iger said.

Iger wouldn't commit to keeping the "Star Wars" operation separate from Disney, as he did with Pixar and Marvel.

And Lucas won't sit on the Disney board despite his 2.2 percent stake in the company, Iger said. The late Apple CEO Steve Jobs, who held a large stake in Disney after it bought his Pixar studio, had a seat on the Disney board.

From a fan's perspective, critics said there was sure to be at least some excitement at the prospect of episode seven in the saga of Luke Skywalker and Darth Vader.

"Do I want to see more Star Wars movies? Not really, but they're not making these movies for me," the film writer "Mr. Beaks" wrote on the well-regarded industry site Ain't It Cool News. "There's a whole new generation of Star Wars fans, and they worship the prequels like folks my age worshipped the original trilogy."

Besides "Star Wars," the Lucasfilm deal also includes rights to the "Indiana Jones" franchise, though Disney did not elaborate on any plans for that series.

Homelessness: An Issue for Tennessee Schools, Students and ...

?

The Seal of the State of TennesseeNashville, TN ? The number of homeless students attending public schools in Tennessee has increased substantially since a national economic downturn that began in late 2007, according to a report recently released by the Comptroller?s Offices of Research and Education Accountability.

Nationwide, the number of homeless students grew from 679,724 to 939,903 from the 2006-2007 academic year to the 2009-2010 academic year ? an increase of about 38 percent. In Tennessee, the percentage increase was much higher over the same time span. The number of homeless students in Tennessee grew from 6,565 to 11,458 ? a jump of about 74 percent.

There?s also evidence to suggest that not all of Tennessee?s homeless students were counted. Several surrounding states (including Alabama, Florida, Georgia, Kentucky and Louisiana) have identified significantly higher numbers of homeless students. And some school districts in areas of Tennessee with high unemployment and/or high foreclosure rates have identified no homeless students at all.

The increase in homeless students may be attributable to job losses and other difficulties related to the economy that have affected families, but they may also be the result of some school districts? improved efforts to identify homeless students.

The federal McKinney-Vento Education for Homeless Children and Youth Act requires that each school district appoints a local homeless education coordinator, whose responsibilities include ensuring that school personnel identify homeless children and provide access to the same public educational services available to other children.

The federal law addresses some of the problems that homeless children have confronted in enrolling, attending and succeeding in school. The law defines homeless children as those who lack fixed, regular and adequate nighttime residences.

The effects of homelessness on children?s educational progress are significant. According to research cited by the National Center on Family Homelessness, compared to their housed counterparts, children who are homeless:

  • Are four times more likely to show delayed development
  • Are twice as likely to have learning disabilities
  • Have three times the rate of emotional and behavioral problems.

Because their families move frequently, homeless children tend to change schools and miss classes more often. Homeless students are more likely to repeat grades, be placed in special education or fail academically, all of which can lead to dropping out. Nationally, fewer than 25 percent of homeless students graduate from high school.

Climate scientist Kevin Trenberth of the National Center for Atmospheric Research says climate change can add to the freak storm?s fury. Sea-level rise can amplify the damage from catastrophic storms.

Lisa Palmer: Most scientists seem to be reluctant to tie a single storm to climate change, but sea level rise is much more clearly climate-related and disastrous. It doesn?t take much for an extreme event with a little bit of extra sea level to overtop coastal defenses. What should we expect with Sandy?

Kevin Trenberth: You have this picture sometimes that sea level is going up at this slow rate of 3 millimeters per year. You stand there and you watch, and finally it gets up to your toes or it gets up to your ankles. You think finally, I better do something about this. That?s not the way it works. Sea level-rise happens episodically. One minute it looks benign and then a week later suddenly a storm or hurricane comes along like Sandy, and there are major waves, 20-foot waves, and major storm surge, and tremendous damage occurs.

LP: Is Sandy directly a result of climate change?

KT: Most of what is going on with Sandy is weather, and there is a large chance element to it, but it is all occurring in an environment where the ocean is a bit warmer, the air above the ocean is warmer and moister, and that is fuel for the storm and especially adds to the risk of heavy rainfalls and flooding.

The predominant thing is hybrid storms are chance events. They are a crap shoot. With hurricanes there is a very strong environmental component to it. Hurricanes are very dependent on the environment. Therefore, changes in the environment modify the hurricanes. There are higher sea temperatures now, more moisture in the atmosphere, and there is a risk that the storm will be more intense and possibly a little larger.

LP: What is climate change doing to this storm?

KT: The thing that the climate is doing is that the sea temperatures are higher. There is more moisture feeding into the storm. That adds to the rainfalls. The rainfalls could be 5 to 10 percent higher as a consequence of climate change. The sea level is running a little bit higher. Sea level is going up a foot a century at the current rate. Over the last 20 years sea level has gone up 2 1/4 inches. That doesn?t sound like a lot, but it goes back to my first point that it gets amplified in coastal regions. There are a lot of other aspects feeding into Sandy.

LP: How does Sandy amplify rainfall and the effects of sea level rise?

KT: The sea temperatures along the coast are about 5 degrees Fahrenheit higher than normal. About 1 degree of that you can blame on climate change, and the rest is natural variability. The warmer waters are amplifying the rainfall aspects and the nature of the storm. Plus, the water from the Atlantic is piling up on the Atlantic coast, and so even before you get to the storm surge, the sea level is already running one or two feet higher than normal because the easterly weather conditions have shaped up this way. Then you have the storm surge on top of that. With the winds and so on, this is where the forecast of more than 10 feet in the vicinity of New York City is coming from.

Even if the storm just happened to do exactly the same things it?s doing anyway, the fact that sea level went up 6 inches last century, and that sea level is somewhat higher now than it has been at any time in recent history, means that all of the coastal regions are experiencing new levels of pounding and erosion. I expect there could be some quite surprising events along some of the coast as a result of that.

Gunmen kill religious leader in Russia's Dagestan region

MOSCOW (Reuters) - Gunmen shot dead a Muslim cleric, his father and brother as they made their way to a mosque for morning prayers in Russia's volatile Dagestan region on Tuesday, federal investigators said.

The killing of Imam Karimulla Ibragimov, 49, was the latest in a series of attacks on religious leaders in the mainly Muslim southern region following a rise in tension between moderate and more radical Muslims.

Unidentified gunmen opened fire on Ibragimov, his brother and father in their car in the town of Derbent at around 6:30 a.m (2:30 GMT), Russia's Investigative Committee said in a statement.

"All three died on the spot from the gunshot wounds," it said. Russian news agencies said the gunmen escaped in a car and described them and bandits, terminology often used by Russian media to describe Islamist militants.

Dagestan is at the center of an insurgency intended to create an Islamic state in the North Caucasus, more than a decade after Russian troops ousted a rebel government in neighbouring Chechnya and restored Moscow's direct control.

Russia's most senior Islamic cleric warned in August that there was a danger of civil war in Dagestan, which is only a few hundred kilometres from the city of Sochi where Russia will host the 2014 Winter Olympics.

A woman disguised as a pilgrim detonated a bomb strapped to her body in Dagestan in August, killing popular spiritual leader Said Atsayev, 74, an opponent of militant Islam. Suicide bombers and gunmen have killed three other imams in Dagestan this year.

The attacks have largely been depicted by religious experts as retribution for the authorities' crackdown on Salafism, a stricter version of Islam preached by militants.

The violence could be aimed at spoiling efforts to reconcile moderate and extremist Muslims and provoke further conflict, the International Crisis Group think tank said in a report this month.

Militants led by Russia's most wanted man, the Chechen-born Doku Umarov, wage almost daily violence to try to establish an Islamist state in the patchwork of mostly Muslim regions in the North Caucasus mountains between the Caspian and Black Seas.

Kuwait arrests opposition leader over emir comments

KUWAIT (Reuters) - Kuwaiti authorities arrested an opposition leader late on Monday after he made comments viewed as critical of the Gulf Arab state's ruler, a political activist said.

Musallam al-Barrak, a former lawmaker and a prominent figure in the nationalist Popular Action Bloc, was arrested on Monday night following a news conference at his house where he called on the government to abide by the constitution.

His arrest seems likely to fuel political tensions in the oil exporting state, which has seen some violent protests in recent weeks following changes to the country's electoral law that critics say will hamper the opposition in a parliamentary ballot scheduled for December 1.

At an opposition-led rally on October 15 where Kuwaiti civilians clashed with riot police, Barrak appealed to Emir Sheikh Sabah al-Ahmad al-Sabah to avoid "autocratic rule".

Although Kuwait allows more freedom of speech than some other Gulf states, the emir, who has the last say in state affairs, is considered "immune and inviolable" in the constitution.

"Members of the state security service came in with an arrest warrant and he (Barrak) is now being held at the state security department," activist Ahmad al-Dayeen told Reuters.

He described the arrest as a serious development that could have an impact on protest rallies scheduled for November 4.

With the uprisings which have swept through much of the Arab world aggravating tensions between Kuwait's elected parliament and a government dominated by the Al-Sabah ruling family, the OPEC member state has shown limited tolerance for dissent.

Last week, authorities released three former opposition lawmakers accused of criticising the emir and four people arrested for taking part in protests this month. A court hearing for the former MPs was set for November 13.

Tens of thousands protested the electoral law reforms, which were ordered by the emir, leading to some of the worst violence in the country's recent history.

The opposition has said it will boycott the December 1 election.

Kuwait's oil wealth and generous welfare state has helped it avoid the kind of uprisings that toppled leaders elsewhere in the region.

On Monday, credit agency Fitch warned Kuwait on that further escalation of political protests could put its AA sovereign rating under pressure despite the nation's strong balance sheet.
