Under Rule 40 of the Road Rules 2008 it is illegal to make a U-turn at traffic lights unless there is a sign indicating otherwise. Rule 40 states:

A driver must not make a U-turn at an intersection with traffic lights unless there is a U-turn permitted sign at the intersection.
Maximum penalty: 20 penalty units.

As can be seen from above, the maximum penalty for making a U-turn at an intersection with traffic lights is a $2200 fine.
