Song Of The Day: Divine Fits is 'Nice,' combining Spoon with Wolf Parade

I wasn't sure how I felt about the first offering from the Divine Fits -- the trio-combo of Britt Daniel (Spoon), Dan Boeckner (Wolf Parade) and Sam Brown (New Bomb Turks) -- but now I think their forthcoming full-length might be rather nice.

"Would That Not Be Nice" definitely scratches the Spoon itch, after the new-wavey minor discotheque of initial offering "My Love Is Real." That latter tune will be up for purchase as a single on July 31 with exclusive non-album B-side "I Was Born In A Laundromat." My Love Is... Clean?

The new, as-yet-untitled album from Divine Fits was produced by Nick Launay (Public Image Ltd., Killing Joke, Nick Cave & The Bad Seeds, Yeah Yeah Yeahs) and will be dropped "later this year" via Merge.

You can check out a stream of "My Love Is Real" by "liking" the band on Facebook. "Would That Not Be Nice" is streaming below:

Assad forces bombard northern towns, avoid Turkish border

ANTAKYA, Turkey (Reuters) - Helicopter gunships bombarded a strategic town in northern Syria overnight and tanks moved close to the commercial hub of Aleppo, rebels said, but kept well clear of new Turkish air defenses installed to curb Syrian action near its frontiers.

Turkish commanders inspected the missile batteries deployed on the border region on Thursday following Syria's shooting down of a Turkish warplane a week ago, which has sharply raised tensions between the two nations.

The Turkish deployments, a graphic warning to President Bashar al-Assad, coincide with rising violence across Syria and increasingly urgent international efforts to forge a peace deal as the nation slips into full-blown war.

As the Turkish-Syrian dimension ratcheted up further pressure, peace envoy Kofi Annan said on Friday he was "optimistic" that crisis talks in Geneva on Saturday would produce an acceptable outcome, which has so far proved elusive.

However, diplomatic signals emerging later in the day were less than positive. Senior officials holding preparatory talks in Geneva on Friday failed to overcome differences on Annan's plan for a political transition. Western diplomats said Russia was pressing for changes to the text. Russian diplomats said the work continued but they would not "impose" a solution on Syria.

Russian Foreign Minister Sergei Lavrov and U.S. Secretary of State Hillary Clinton were to talk over dinner in St. Petersburg on Friday, a meeting that may determine whether the gathering in Geneva on Saturday can make any substantial progress.

Regional analysts said that while neither Turkey nor its NATO allies appeared to have any appetite to enforce a formal no-fly zone over Syrian territory, Prime Minister Tayyip Erdogan had made it clear Assad would be risking what he called the 'wrath' of Turkey if its aircraft strayed close to its borders.

Erdogan told a rally in the eastern city of Erzurum on Friday, broadcast by Turkish television: "We will not hesitate to teach a lesson to those who aim heavy weapons at their own people and at neighboring countries."

Recently, there were clashes close to the border between Syrian forces and rebels. Last weekend, Damascus said "terrorists" infiltrating from Turkey were killed and there have been reports of Syrian forces shooting into camps for refugees in Turkey.

The United States, Britain and France have said that Assad is responsible for the violence, which the United Nations estimates has killed at least 10,000 people, and is no longer fit to govern. Russia and China, however, reject what they describe as Western calls for "regime change".

Turkey, sheltering some 34,000 Syrian refugees and providing bases for the rebel Free Syria Army (FSA), is in the forefront of the efforts to bring down Assad.

    SYRIAN TANKS MASS

The British-based Syrian Observatory for Human Rights said 190 people, including 125 civilians, were killed on Thursday.

General Mustafa al-Sheikh, head of the Higher Military Council, a grouping of senior officers who defected from Assad's forces, said around 170 Syrian tanks had assembled at an infantry school near the village of Musalmieh northeast of the city of Aleppo, just 30 km (19 miles) from the Turkish border.

"They're either preparing to move to the border to counter the Turkish deployment or attack the rebellious (Syrian) towns and villages in and around the border zone north of Aleppo," Sheikh told Reuters by telephone from the border.

Omar Abdallah, an activist in Idlib coordinating with the Free Syrian Army said: "After taking hits in rural Aleppo and Idlib, the army is re-grouping ... There is speculation that these forces intend to ring Aleppo, starting July 1."

Rebel sources in Turkey's Hatay region said Assad's helicopters attacked Saraqeb, a strategic town deep in Idlib province, but kept away from the area directly along the Turkish border in the rural regions of Idlib and Aleppo provinces.

Neither Turkey, which fears a local clash escalating into a regional sectarian conflagration, nor Syria, has any interest in a confrontation on their shared border.

Ankara, which has the second biggest army in NATO, called an emergency NATO meeting after its warplane was shot down.

Turkey has in the past talked about creating a humanitarian corridor on Syrian territory if refugee flows became dangerously unmanageable or the scale of killing in Syria became intolerable. But it had always said this would require international endorsement.

"NATO just doesn't look like it's in the mood," David Hartwell, Middle East analyst at IHS Jane's, said. "What you might get is the Turks forcing a de facto no-fly zone."

    SQUARING UP?

Erdogan announced earlier this week that he had issued new rules of engagement to his border troops and said any Syrian military elements approaching Turkish borders and deemed a threat would be treated as a target. But he failed, perhaps deliberately, to specify how close Syrian forces could come to the border before becoming vulnerable.

Rebels sources said they saw two Syrian attack helicopters on Friday, flying about 4 km from the Turkish border in Idlib province and landing at an army base at Bab al-Hawa, close to Reyhanli, one of the places where Turkey has stationed anti-aircraft defenses.

It was the first time aircraft had been spotted close to the border and appeared to test Turkey's new rules of engagement.

"The Syrians might accept a very narrow zone along the border. Syria will remain very reluctant to get involved in any conflict with Turkey. They would be up against a very serious military foe," said Malcolm Chalmers, research director at Britain's Royal United Services Institute.

The world has been accused by Syrian opposition activists of inertia over the bloodshed. Diplomacy has failed to produce agreement between Western powers, backing the opposition, and Russia, which has used its U.N. veto to block Western and Sunni Arab moves to drive Assad from power.

Ahead of Saturday's meeting, Russia proposed changes to Annan's plan for a national unity government in Syria, despite initially supporting it, but the United States, Britain and France rejected the amendments, Western diplomats said.

Russia and the other permanent U.N. Security Council members told Annan this week they supported a transitional cabinet that could include government and opposition members but would "exclude ... those whose continued presence and participation would undermine the credibility of the transition and jeopardize stability and reconciliation", according to Annan's proposal.

Diplomats told Reuters that Annan's idea of excluding certain people was clearly referring to Assad.

Although Russia signaled to Annan this week that his plan was acceptable, Russian foreign minister Lavrov reversed course on Thursday, diplomats said. Diplomats said the Russians demanded that Annan remove from his proposal the language about excluding people from a Syrian national unity government.

Annan had made preliminary acceptance of his guidelines for a political transition for Syria a condition for organizing Saturday's meeting in Geneva. The meeting is to include the United States, Britain, France, Russia, China, Turkey, Iraq, Kuwait and Qatar. Iran and Saudi Arabia were not invited.

"I think we are going to have a good meeting tomorrow. I am optimistic," Annan told Reuters Television on Friday.

Assad on Thursday dismissed the notion of any outside solution to the 16-month-old uprising against his rule.

"We will not accept any non-Syrian, non-national model, whether it comes from big countries or friendly countries. No one knows how to solve Syria's problems as well as we do."

Thyroid Diet Revolution Solves Weight Loss Battle for Millions of ...

    Most Popular Weight Loss Products

Los Angeles, CA (PRWEB) June 26, 2012

Half of all Americans are struggling to lose weight. Simultaneously, an estimated 60 million Americans one out of every five suffer from a thyroid condition. The frightening reality, however, is that the majority of thyroid disease victims don?t even know it yet, because they go undiagnosed. And even with a diagnosis, subtle thyroid imbalances can dramatically affect weight, making it difficult if not impossible to lose weight.

The Thyroid Diet Revolution (HarperCollins Publishers) takes previously unsuccessful dieters by the hand to finally overcome this major and frequently overlooked obstacle to weight loss.

In The Thyroid Diet Revolution, internationally renowned patient advocate and New York Times best-selling author Mary Shomon teaches readers how to cope with thyroid problems, balance hormones, raise metabolism, and ensure that thyroid problems dont get in the way of successful weight loss.

Shomons Thyroid Diet hit The New York Times Best Seller List, became a Top 10 seller on Amazons ?Diet and Weight Loss? Best Sellers List, an Amazon Top 100 Best Seller, and was nominated for the prestigious Quill Award. The number of Americans diagnosed with thyroid disease has more than doubled sinceand thats just a fraction of the millions more who suffer without diagnosis or treatment. The Thyroid Diet Revolution identifies the many hormonal and nutritional factors that get in the way of weight loss and offers much-needed solutions.

Undiagnosed or poorly treated thyroid problems slow metabolism and destabilize hormones so much that it?s not only impossible to lose weight, but people actually gain weight on fewer calories than everyone else. People end up exhausted with no energy for exercise. Its a recipe for diet disaster.

For the millions of undiagnosed thyroid patients, diagnosis and proper treatment may be all that?s needed to successfully restore hormone levels and metabolism to normal and begin to lose weight. The Thyroid Diet Revolution features a detailed Symptoms Checklist along with step-by-step detailed guidelines on how to get properly diagnosed and treated.

The Thyroid Diet Revolution also explains:

    1. why the majority of the almost 60 million Americans with thyroid problems haven?t been diagnosed

    2. the 3 physical signs that almost GUARANTEE you have an undiagnosed thyroid problem

    3. why doctors arent likely to test for this common diet saboteur, and what readers can do

    4. why frequent ?mini-meals? may be the WORST thing for weight loss efforts

    5. a common-sense look at non-surgical weight-loss treatments, plus the latest on weight loss drugs and surgery

    6. new and updated information on the latest supplements, herbs, and vitamins that enhance metabolism, improve energy, balance hormones, control blood sugar, and promote weight loss

    7. customized exercise approaches from fitness expert and T-Tapp founder Teresa Tapp, that help fit fitness into regular daily activity, build muscle, and raise metabolism ? without fatigue.

    8. reviews and recommendations of the best commercial diet programs for thyroid patients

    9. expert mind-body metabolism tips, incorporating the latest in nutritional psychology and neuroendocrinology, to rewire the brain for controlling appetite, balancing hormones, and raising metabolism, along with an integrated diet

The Thyroid Diet Revolution also features the latest findings on the role of hormone balance including thyroid, adrenals and reproductive hormones in effective weight loss, and cutting-edge information about hormone resistance including insulin resistance and leptin resistance and their impact on weight loss. National Academy on Hypothyroidism founder and nationally-esteemed hormone expert Kent Holtorf, MD is one of the leading medical experts featured in the book.

We are facing dual epidemics of both thyroid disease and obesity, yet the medical establishment seems determined to ignore this crucial connection. Undiagnosed or improperly treated thyroid problems sabotage the most rigorous diet and exercise programs. The Thyroid Diet Revolution helps dieters level the playing field, and finally gain control.

Mary Shomon transformed her own health challenges into her current role as an internationally-renowned patient advocate, founder/editor of a series of health newsletters, and as founder/editor of the internets most popular thyroid websites, http://www.thyroid-info.com, and Guide to the About.com Thyroid site, http://thyroid.about.com. She has authored numerous best-selling books on thyroid disease and hormone health in the US and worldwide, and is a member of the American Society of Health Journalists.

As EU officials meet, euro hangs in the balance

A poster depicting euro notes is seen through a broken window in a money transfer shop in Athens, Greece. European leaders meet Thursday to try prevent the shattering of their common currency.

By John W. Schoen, Senior Producer

BRUSSELS, Belgium -- Here in the heart of the bureaucracy overseeing the eurozone, officials publicly concede the future of the common currency is at a crossroads.

Privately, some are acknowledging that the plan to bind Europe even closer together may be nearing the end of the road.

On Thursday, European Union leaders will gather for two days in another last-ditch effort to head off Greece's departure from the monetary union, an outcome all sides insist would spell?economic?and?financial?chaos?for Greece, threaten the rest of the eurozone and perhaps pressure the rest of the global economy.

But any hoped-for resolution of the crisis will have to wait. Greece's newly-elected prime minister, Antonis Samaras, has been sidelined from the meeting for health reasons. EU officials have delayed an audit of Greece's progress on economic reforms that must be completed before the next installment of financial aid is transferred to Athens.

The crisis entered a new, more worrisome chapter Monday following Spain's formal request for?rescue loans to backstop banks laden with bad debts due to a housing collapse. Some market economists believe the rescue appeal could represent the early stages of a wider request for a full bailout for the Spanish government, which saw its borrowing costs soar above 7 percent early last week.

The cost of such a Spanish rescue would be an order of magnitude bigger than the Greek bailout and raise the prospect that Italy, Europe's third largest economy, could soon follow suit, stretching the monetary union to the breaking point.

The European experiment may have been doomed from the start.?The massive debt burden now crushing southern economies followed the creation of a common currency that allowed them to borrow cheaply with no central European government to control taxation and spending.

Now, after two years of unsuccessful efforts to convince 17 sovereign nations to cede control of their budgets to Eurocrats in a distant capital, the financial markets are revoking that cheap credit. Euro zone officials here insist they can still create the political union that will solve the problem ?- a task roughly equivalent to laying a foundation under a house that?s already been built and occupied.

?There is an undermining of trust among the main players in the process of European integration that is very difficult to mend,? one senior adviser at the European Commission told a group of American reporters in?a background briefing last week. ?There is a sense of an unease spreading. And there is a risk as everyone is searching for scapegoats. The economies are not improving."

The immediate concern centers on the latest round of brinksmanship over tough austerity measures imposed on Greece in return for continued financial help from the rest of the euro zone.

More than two years and 20 summit meetings after first grappling with the unfolding economic crisis, the latest standoff between Greece and the rest of Europe is shaping up as a last-ditch effort.

"We are doing everything to give the euroa future,? German Chancellor Angela Merkel told reporters after a meeting with other leaders in Rome Friday. "We are fighting for the euro."

    Deepening divide
But with divisions deepening, time may have finally run out.

The latest crisis has widened already-deep divisions. Officials from the European Commission, European Central Bank and International Monetary Fund ?- the so-called troika ?- were to have reviewed Athens? progress this week on a list of bailout conditions before EU ministers assemble here for the summit to decide whether to write the Greeks another check. That review has been postponed indefinitely.

The newly-elected Greek government, which will burn through its latest bailout check in a matter of weeks, is widely regarded as too fragile to endure, let alone uphold the harsh measures that have driven the Greek economy to the brink of collapse.

With unemployment soaring and their economy in a deep depression, Greek officials said Saturday they will seek to repeal some taxes, halt layoffs and extend by two years the deadlines for tough austerity measures imposed under its international bailout agreement.

?In those two days in Brussels, we will carry out a major battle for revision of the loan and negotiate a framework that will boost recovery and the fight against unemployment,? said Evangelos Venizelos, head of the socialist PASOK party.

German officials are in no mood to let Greece off the hook. Merkel has said there can be no "rebates" on bailout terms for Greece. Finance Minister Wolfgang?Sch?uble has insisted that Athens must live up to the promises made when it agreed to accept the eurozone?s financial lifeline.

"(Samaras must) enact the program agreed upon quickly and without further delay instead of asking how much more others can do for Greece," Sch?uble told Reuters Sunday.

    Tensions rising
The rising tensions among Europe?s leaders are also spreading among voters from Berlin to Brussels to Athens.

Having so far dodged the recession sweeping across the continent, Germans have been ?crisis winners,? according to economist Friedrich Heinemann at the Centre for European Economic Research in Mannheim. As capital has fled debt-ravaged southern Europe to the safe haven of Frankfurt, falling interest rates have sparked a building and housing boom, kept a lid on inflation and helped boost German wages for the first time in over a decade.

Germany has become the de facto backstop for the faltering economies. It has contributed the bulk of the 890 billion euros ($1.1 trillion) in loan guarantees and bailout funds for Ireland, Portugal, Greece and now Spain -- the latter by far the largest economy to date to ask for help.

But Germany?s export-reliant economy, which depends heavily on continued strong demand from its troubled southern neighbors, is now slowing.

For their part, German voters are growing weary of their role?as financial backstop and are losing patience with bailouts that appear to have no end in sight.

?We are a European community and we belong to each other," said Reinhard Schniel, a project coordinator at the?Institute of Physics and Technology in Braunschweig. "We depend on others economically and in many other senses -- you can?t abandon your partners, your family. But we don?t see the political and economic mechanisms to make these countries change.?

Germans are deeply ambivalent about their new role. Memories are still fresh of the two world wars that resulted from the ambitions of past German leaders. But as Europe?s largest benefactor, Germans aren't eager to cede decisions to Brussels.

?Itsbasically the same kind of issue as back in the good old Boston Tea Party days -- ?No taxation without representation,?? said Timo Klein, an economist with IHS Global based in Frankfurt.?

For their part, Greek voters have little patience with what they see as Berlin?s relentless scolding over a crisis that was many years in the making and has helped boost the standard of living for the average German worker.

Mary Linos, anGreek IT student studying in Brussels, saw Germany defeat Greece last Friday in the?Euro 2012 soccer match. Linos, wrapped in the blue and white stripes?of Greece's flag, watched the game?with her friends at the Ethnic Caf?, just off the city's Grand Place.

?It?s not just the money,? she said, as the crowd booed when the big screen flashed a shot of Merkel sitting in the stands. ?We need help with experts to fix the problems. Germany has seen this happening for years now and has done nothing. Germany has also made a lot of money from Greece?s problems.?

    Under construction
Europe?s fledgling central government -- still under construction after 22 years -? has been unwilling or unable to impose solutions.

In Brussels, a sprawling cluster of gleaming new buildings is dotted with construction sites that bristle with cranes still busy expanding the office space needed for more bureaucrats, lobbyists and journalists. They are trying to create a political culture here familiar to any American living within the Washington Beltway. But much like the vast Brussels headquarters complex, the architects of the grand vision to unify a continent of more than two dozen cultures, languages and sovereignties embarked on the plan with long time horizon. Europe's weaker economies can't wait that long.

Just as the American political system has lost its capacity to find compromise, the European experiment with the euro is faltering after repeated efforts to forge consensus. Despite repeated calls for tighter political union, the eurozone remains a loose collection of?states with a history of conflict that stretches back centuries.

Even as some here blame Athens for dragging its feet, for example, the European Commission itself continues to resist implementing a long list of reforms.

Member states still make their own tax and spending policies, borrowing to make up shortfalls without regard for the wider financial impact on the eurozone. Labor laws and social programs are set for each country by individual governments, producing economic imbalances that are exerting mounting pressure on the currency binding the group together.

Unlike their U.S. counterparts, European bank regulators have no authority to shut banks that are bleeding money, creating the risk that bailouts of so-called ?zombie? banks are simply throwing good money after bad.

The obstacles to these reforms date at least to the formation of the monetary union. The absence of a common political system, for example, is rooted in the nationalism reflected in the distinct cultures and languages of European states.

As finance ministers hastily assembled to consider the latest backstop for Greece last week, for example, the top item on the agenda was a recent poll showing that the number of Europeans who know a?language other than their own has dropped slightly in a decade, from 56 percent?to 54 percent. The most common second language is English, although England is not a member of the monetary union.

EC officials acknowledge the scope and depth of what is being demanded of Athens.

?The changes we're expecting overnight are changes that are usually made over a generation,? said Ioana Diaconescu, an EC economic analyst.?

BlueStacks brings Android apps to OS X, wolves planning a rest with some lambs

BlueStacks is releasing the first public alpha of its Android App Player capable of running on OS X. The virtualization company's software is powered by its Layercake technology and includes a bundle of apps from its various partners. CEO Rosen Sharma hopes the move will encourage developers to build "retina-friendly" apps for Google's mobile OS that can then be sold to those on the other side of the technology divide. There's a sign-up sheet for developers itchy to get their hands on the goods on the company's website, but don't expect a response right away -- there's still a few more days of Google I/O to go first.

Google Earth 7.0 for Android brings new, super-detailed 3D maps for some cities

Google Earth for Android gets new 3D maps for some cities

Here's a bit of a surprise that slipped under the radar during the Google I/O keynote: Google Earth for Android has been updated to 7.0 to take advantage of the new 3D map technology it unveiled at another special event just a few weeks ago. As a refresher, the visuals are automatically created from 45-degree aerial imagery and can pick up 3D elements as subtle as trees. Before you go racing to your hometown to see how it looks in 3D, be aware that just a handful of cities and regions exploit that dimension. Besides San Francisco Bay, the full coverage extends to Boulder, Boston, Charlotte, Lawrence, Los Angeles, Long Beach, Portland, San Antonio, San Diego, Santa Cruz and Tampa in the US, with Rome being the lone international hotspot. If that's too few places to visit, there's always the addition of guided tours. Android users can head over Google Play to get the update today; iOS users shouldn't fret, as they'll get the new maps soon.

A search engine marketing company UK is what you need as an ...

A search engine marketing company UK is more than just an SEO company. A SEO company UK will use unpaid and natural means to enhance the ranking of a website. But a search engine marketing company UK will also use paid means to enhance the search engine ranking of a website. While SEO is considered as one of the best ways to increase search engine rankings, it doesn't harm you if you have a backup plan to fall back on, paid searches in this instant.

What are the different paid search options available from a search engine marketing company UK? One of the ways is to use PPC or Pay Per Click. PPC is offered by top websites Google, Yahoo! and MSN as a separate service. If you opt for a PPC campaign your website is listed separately in search engine results. When someone clicks on the link you pay the hosting website an amount that is pre-decided.

Not every SEO company UK offers PPC and this is why, if you want this option, you should look for a search engine marketing company UK.

Since you are getting into SEO your first priority will be unpaid means of enhancing website ranking. Your search engine marketing company UK will have the usual high performing tools to use here. Your SEO company UK will analyze the performance of your website, optimize the keywords for your website, change the content of your website, market it using article and blog directories, do social media marketing and also create links for your website. All these will together increase the page rank for your website and also drive targeted traffic to your website. More targeted traffic will obviously mean more revenue for your business.

But what if your SEO efforts don?t bring in the desired result? Although the chances of this happening is not that much when you have a top search engine marketing company as your SEO partner, it is always good to be prepared.

You may ask your SEO company UK to get into the PPC mode for your website. That may click for you. The other better option is to combine paid and unpaid means till the time your website reaches the stage you have been looking for. Once this status is reached you may get rid of the paid means.

A top search engine marketing company will generally be experienced, have a range of SEO packages for you to choose from and also have a bunch of happy customers. A professional SEO company UK will not let you go once you partner. They will keep developing more so that you are always happy.

Your search engine marketing company can bring in immense benefits for your website and online business. As your SEO strategy generates more and more online business for you, you will be able to expand more and make your business better and bigger. But remember to keep your SEO company UK as your partner all the time so that the top spot in SERP is never relinquished by your website.

Sony Xperia Neo L peels back the covers for FCC

Sony Xperia Neo L peels back the covers for FCC

Remember that low-end Xperia handset that surfaced earlier this month with a one-way ticket to China? Well that 4-inch ICS device, the Neo L, has just made its many assets known for the folks at the FCC, stripping down to its internal skivvies and leaving nothing to the (lawyer's) imagination. There aren't any surprises here -- no LTE or AWS support, but it does sport radios for EDGE / GPRS (850MHz, 1900MHz), GSM (850MHz, 900MHz, 1800MHz, 1900MHz) and WCDMA (900MHz, 2100MHz). So, the good news is that if you have your eye on this Sony-made Android lightweight, then it should play nice with 3G on AT&T and limited 4G on T-Mobile. Whether it'll ever officially joins those carriers lineups remains to be seen, but don't let a little thing like that stop you from importing away. Hit up the source to trawl the mobile dissection at your leisure.

(AP) ? Spain has made a formal request for a loan to help clean up its troubled banking sector, the Economy Ministry said Monday.

However, the country has yet to specify how much of the ?100 billion ($125.39 billion) loan package offered by the 17 countries that use the euro it will ask for. Economy Minister Luis De Guindos said recently the figure will be made known July 9 when Spain and its single currency partners reach agreement on the terms of the loan, such as the interest rate.

Last week, two international audits commissioned by the government said that Spain's banks could need up to ?62 billion ($77.7 billion) to survive if the economy were to suffer an extreme deterioration.

Spain earlier this month finally acknowledged that some of its banks were in severe trouble owing to the build-up of toxic assets following the collapse of the country's bloated real estate market after 2008.

The letter to the euro-area governments requesting the loan said the amount sought "would be sufficient to cover capital necessities as well as an additional margin of security up to a maximum of ?100 billion."

It was sent to Jean-Claude Juncker, the Luxembourg Prime Minister who is also president of the eurogroup of finance ministers.

Amadeu Altafaj Tardio, spokesman for the European Commission, the European Union's executive body, said experts from the Troika ? the European Commission, European Central Bank and IMF ? as well as the European Banking Authority would "flying in (to Madrid) as soon as possible."

In a statement, the commission's top financial and monetary affairs officer, Olli Rehn, welcomed the request and pledged "to step up work to get a clean assessment of the sector and its needs." He said the two audits were "a good starting point."

Rehn said he was "confident an accord can be reached in a matter of weeks."

Tardio told reporters there would be both conditions for both the bailed-out banks as well as for the whole Spanish banking industry.

The government ordered the audits, carried out by Oliver Wyman Inc. and Roland Berger Strategy Consultants GmbH, as an act of transparency in the hope their results would calm markets. Some analysts said the Spanish economy's outlook is so bad that the assumptions may be conservative.

Four other international auditing firms will now carry out more exhaustive audits of each bank by July 31. Based on these, a round of stress tests will then be held on each entity in September. Banks then seen to be financially unsound will be given 15 days to come up with restructuring plans and, if approved, nine months to fulfill them.

Underscoring market concerns about Spain's finances, Moody's Investor Service late Monday downgraded its credit ratings on 28 Spanish banks. Moody's said the weakening condition of the country's finances is making it more difficult for the government to support the country's lenders. The rating agency also said the banks are vulnerable to losses from Spain's busted real estate bubble.

Spain is pushing for the loans to go directly to the banks, rather than have the government be responsible for repayment. While organizations such as the International Monetary Fund support this procedure, others such as fellow eurozone country Germany have ruled it out. Berlin insists on abiding by current regulations under which the money must be given to a government, adding to its debt pile. The Commission also stands by this position.

But Spanish Foreign Minister Jose Manuel Garcia-Margallo said Monday "the question of whether the money will go directly to the banks or to the state is still open,"

In the letter, de Guindos said the aid would be channeled through Spain's state-run bank bailout fund, known as the FROB.

Garcia-Margallo said Spain would seek the longest period possible for repayment and the lowest interest rate. De Guindos last week estimated the rate could be around 3 to 4 percent.

Investors worry the government may not get the money back from the banks and would have to repay the loans itself and that this could push it closer to joining Greece, Ireland and Portugal in seeking a rescue loan for the whole country.

Spain is the eurozone's fourth-largest economy and such a sovereign bailout would seriously challenge the bloc's finances. The country is struggling through a recession with a swollen deficit it must slash and a 24.4 percent jobless rate.

Those concerns drove Spain's benchmark 10-year borrowing rate up 0.12 percentage points to 6.48 percent Monday.

    Animal reservoir mystery solved

    Monday, June 25, 2012

A team of scientists at Washington University in St. Louis has been keeping a wary eye on emerging tick-borne diseases in Missouri for the past dozen years, and they have just nailed down another part of the story.

They knew from earlier work that the animal reservoirs for the diseases included white-tailed deer, wild turkey and a species in the squirrel familiy, but the DNA assay they had used wasn't sensitive enough to identify the species.

Squirrels belong to a large family called the Sciuridae, which includes chipmunks, fox squirrels, red squirrels, flying squirrels, ground hogs and prairie dogs.

In the May issue of the Journal of Medical Entomology the scientists, led by Robert E. Thach, PhD, professor of biology in Arts & Sciences, report that a more sensitive assay has allowed them to identify the major species in question as the eastern gray squirrel.

Yes, the friendly neighborhood seed thief and dog tease is also a mobile tick blood supply and bacteria incubator.

The work is important because tick-borne diseases can be efficiently controlled only if all of the animal reservoirs that might contribute to transmission of the disease have been identified.

    Not your New England tick

The most prevalent tick-borne disease in North America is Lyme disease, which is transmitted by the bite of an infected black-legged tick. In the southeastern United States, however, the most common diseases are ehrlichioses and STARI, which are transmitted by the bite of a different tick, the lone star tick.

Until 1986, ehrlichia bacteria were thought to cause disease only in animals. But in that year, a physician noticed mulberry-shaped aggregates characteristic of the bacteria in the blood of a gravely ill man.

The lone star tick, similarly, was thought to be merely a nuisance species until 1993, when the DNA of one of the ehrlichia species was found in lone star ticks collected in Missouri and several other states.

Ehrlichiosis typically begins with vague symptoms that mimic those of other bacterial illnesses. In a few patients, however, it progresses rapidly to affect the liver and other organs, and may cause death unless treated with antibiotics. STARI is similar to Lyme disease but seems to be less virulent.

    The reservoirs

By 2010, with the pathogens and their vector identified, the WUSTL team was trying to find the animal reservoirs.

Looking for pathogens and host species, they ran two assays on the ground-up ticks: one to identify the DNA of pathogens and the other to identify the DNA of animals that had provided blood meals.

The blood meal assay on ticks carrying pathogens identified white-tailed deer blood and the blood of a species in the squirrel family, but it couldn't distinguish among 20 or so possible squirrel species.

So the team was very interested when they read a paper in the Journal of Medical Entomology about a new assay that could identify tick blood meals down to the species level.

The assay, developed by scientists at the University of Neuchatel in Neuchatel, Switzerland, used a segment of mitochondrial DNA instead of nuclear DNA as a species marker.

Mitochondria, organelles within the cells that convert energy into forms cells can use, have their own DNA, probably because they were once free-living bacteria.

For reasons that are not entirely clear, mitochondrial DNA mutates faster than DNA tucked away in the cell nucleus. It may be that the mitochondria simply have more primitive DNA repair mechanisms and so cannot fix mistakes if they occur.

In any case, the more mutations, the greater the difference between the DNA of two different species, and the greater the power of the assay to distinguish among species, Thach says.

To tailor the assay for their purposes, the team retrieved the DNA sequences for possible North American host species from Genbank, an open-access sequence database. Sequences not available in the database were determined by the lab.

Lisa S. Goessling, now a research lab supervisor in the School of Medicine, used the sequences to make a palette of probes for 11 species and ? just to make sure the net was cast wide enough ? several higher taxonomic orders.

The scientist then re-ran old samples and newly collected ticks through the new assay. Spots on the assay where the tick blood and the gray squirrel probe overlapped lit up, signaling the presence of gray squirrel blood in the ticks.

    Why not the others?

Lone star ticks are famously aggressive and indiscriminate biters, so why hadn't they attacked other animals? Is there something special about deer or gray squirrels that makes the ticks prefer them?

This isn't the kind of question the scientists can answer definitively, but Thach doesn't think so. He has a simpler answer.

"If you think of an inventory of the animals in the woods and the amount of blood in each, well, most of the available blood in the woods is in deer, and next to that in turkeys and squirrels, because turkeys are so big and there are so many squirrels. So I suspect it's mainly just a mass phenomenon," he says.

    Neighborhood, neighborhood, neighborhood

Having found gray squirrel DNA in tick blood, the scientists attacked the problem from a different angle to see if they could confirm their results. They trapped gray squirrels rather than ticks.

Were the gray squirrels carrying tick-borne pathogens? The answer, it turned out, depends on where you are. Only 5 percent of the squirrels in a relatively urban suburb (University City, Mo.) were carrying a pathogen, but 25 percent of the squirrels in a wooded "garden suburb" (Kirkwood, Mo.) were infected.

Why the difference? Thach suspects it comes down to white-tailed deer. There are few, if any, in University City, but they cruise backyards in Kirkwood. Wherever deer go they shed ticks.

This also is the likely answer to another conundrum: the absence or near absence of]ticks in Forest Park, the 1,371-acre urban park that adjoins Washington University in St. Louis. Thach says an exhaustive search turned up only one tick.

Why so few ticks? Perhaps because the only deer in Forest Park are the ones in the Saint Louis Zoo.
