SAN FELICE SUL PANARO, Italy (AP) ? Workers at the small machinery company had just returned for their first shift following Italy's powerful and deadly quake earlier this month when another one struck, collapsing the roof.
At least three employees at the factory ? two immigrants and an Italian engineer checking the building's stability ? were among those killed Tuesday in the second deadly quake in nine days to strike a region of Italy that hadn't considered itself particularly quake prone.
By late Tuesday, the death toll stood at 16, with one person missing : a worker at the machinery factory in the small town of San Felice Sul Panaro. Some 350 people also were injured in the 5.8 magnitude quake north of Bologna in Emilia Romagna, one of Italy's more productive agricultural and industrial regions. Originally government officials had put the death toll at 17, and there was no immediately explanation for the lowered figure.
The injured included a 65-year-old woman who was pulled out alive by rescuers after lying for 12 hours in the rubble of her apartment's kitchen in Cavezzo, another town hard hit by the quake. Firefighters told Sky TG24 TV that a piece of furniture, which had toppled over, saved her from being crushed by the wreckage. She was taken to a hospital for treatment.
The building had been damaged in the first quake, on May 20, and had been vacant since. The woman had just gone back inside it Tuesday morning to retrieve some clothes when the latest temblor knocked down the building, firefighters said.
Factories, barns and churches fell, dealing a second blow to a region where thousands remained homeless from the May 20 temblor, much stronger in intensity, at 6.0 magnitude.
The two quakes struck one of the most productive regions in Italy at a particularly crucial moment, as the country faces enormous pressure to grow its economy to stave off the continent's debt crisis. Italy's economic growth has been stagnant for at least a decade, and the national economy is forecast to contract by 1.2 percent this year.
The area encompassing the cities of Modena, Mantua and Bologna is prized for its super car production, churning out Ferraris, Maseratis and Lamborghinis; its world-famous Parmesan cheese, and less well-known but critical to the economy ? its machinery companies.
Like the May 20 quake, many of the dead in Tuesday's temblor were workers inside huge warehouses, many of them prefabricated, that house factories. Inspectors have been determining which are safe to re-enter, but economic pressure has sped up renewed production ? perhaps prematurely.
Seven people were killed in the May 20 quake. In both, the dead were largely and disproportionately workers killed by collapsing factories and warehouses.
Co-workers of Mohamed Azeris, a Moroccan immigrant and father of two who died in the just-reopened factory, claim he was forced back to work as a shift supervisor or faced losing his job. A local union representative had demanded an investigation.
"Another earthquake ? unfortunately during the day ? that means people were inside working, so I think that an investigation will need to be opened here to check who cleared as safe these companies to understand who's responsible for this," Erminio Veronesi told The Associated Press.
At another factory closer to the epicenter in the city of Medolla, rescue crews searched for three workers who did not turn up at roll call after the quake and were presumed dead.
Premier Mario Monti, tapped to steer the country from financial ruin in November, pledged that the government would quickly provide help to the area "that is so special, so important and so productive for Italy."
The Coldiretti farm lobby said damage to the agricultural industry, including Parmesan makers whose aging wheels of cheese already suffered in the first quake, had risen to ?500 million ($626 million) with the second hit. The Modena Chamber of Commerce estimated that the first quake alone had cost businesses ?1.5 billion, with no fresh estimates immediately available.
Ferrari, Maserati and Lamborghini, all centered around Modena, reported no damage, and said workers were evacuated and then allowed to go home to check on their homes and families. Lamborghini planned to keep production halted on Wednesday.
The quake was felt from Piedmont in northwestern Italy to Venice in the northeast and as far north as Austria. Dozens of aftershocks hit the area, some registering more than 5.0 in magnitude.
The temblor terrified many of the thousands of people who have been living in tents or cars since the May 20 quake and created a whole new wave of homeless.
"I was shaving and I ran out very fast, half dressed," a resident of Sant'Agostino, one of the towns devastated in the quake earlier this month, told AP Television News.
Tuesday's quake struck just after 9 a.m. with an epicenter 40 kilometers (25 miles) northwest of Bologna, according to the U.S. Geological Survey ? just several kilometers (miles) away from where the 6.0-magnitude quake that killed seven people on May 20 was centered.
In the town of Mirandola, near the epicenter, the church of San Francesco crumbled, leaving only its facade standing. The main cathedral also collapsed. Sant'Agostino's town hall, so badly damaged in the May 20 quake that it looked as if it had been bombed, virtually fell apart when the latest deadly temblor struck.
Labor Minister Elsa Fornero suggested the destruction to buildings was out of proportion, considering the magnitude of the quake. "It is natural that the earth shakes. But it is not natural that buildings collapse," Fornero told lawmakers in Parliament's lower Chamber of Deputies.
The May 20 quake was described by Italian emergency officials as the worst to hit the region since the 1300s. In addition to the deaths, it knocked down a clock tower and other centuries-old buildings. Its epicenter was about 35 kilometers (22 miles) north of Bologna.
Tuesday's earthquake and strong aftershocks from the May 20 temblor are not surprising or unexpected, said Harley Benz, scientist in charge of the U.S. Geological Survey's National Earthquake Information Center.
"This is an area that is known to have earthquakes," Benz said. The earthquakes aren't as powerful and not as recent as those that circle the Pacific Ocean in the famed "ring of fire," but they are still active over the years. The region around Bologna has had at least five previous significant earthquakes between 5.3 and 6.8 magnitudes in the past 550 years, most recently in 1929 with a series of quakes, he said.
Residents had just been taking tentative steps toward resuming normal life when Tuesday's quake struck. In Sant'Agostino, a daycare center had just reopened. In the town of Concordia, the mayor had scheduled a town meeting Tuesday evening to discuss the aftermath of the first quake. Instead, Mayor Carlo Marchini confirmed the death of one person struck by falling debris in the town's historic center.
Italy's soccer match against Luxembourg, a warm-up for the Euro 2012 championships, was canceled. The game had been scheduled to be played Tuesday in Parma, just 60 kilometers (40 miles) west of the quake.

GENEVA (Reuters) - China launched a complaint at the World Trade Organization on Friday against U.S. import duties on 22 Chinese products that the United States says are unfairly priced or subsidized, including solar panels and steel products.
"China firmly opposes the abuse of trade remedy measures and trade protectionism," China's Ministry of Commerce said in a statement.
China's complaint counterattacks in areas where the United States has hit Chinese products with punitive tariffs, known as anti-dumping duties or countervailing duties, in recent years.
In Washington, U.S. trade officials criticized Beijing for bringing the case because they said the U.S. Commerce Department was already working to address issues raised by China and which stem from an earlier WTO appellate panel ruling.
"China's resort to dispute settlement is premature and not an appropriate use of dispute settlement system resources," said Nkenge Harmon, a spokeswoman for the U.S. Trade Representative's office.
"This step by China suggests that China does not really care what the United States does; rather, China has determined without benefit of the facts that whatever the United States does will fall short of what China would like to see," Harmon said.
Beijing launched the action the same day that a WTO panel issued a confidential ruling in a high-stakes case aimed at prying open China's huge electronic payments market for U.S. firms like Visa, MasterCard and American Express.
The U.S. Trade Representative's office in Washington confirmed it had received the decision, but said it could not comment until it is made public in coming weeks.
Visa, MasterCard and American Express also declined comment on the case, which dates to late 2010 and challenges China UnionPay's domestic monopoly over electronic payment services.
The United States argues China failed to follow through on its commitment to allow foreign companies to offer electronic payments services by December 2006, five years after its entry into the World Trade Organization.
U.S. SAYS STUDYING COMPLAINT
China said its complaint covers exports worth $7.3 billion, encompassing diverse products like citric acid, kitchen shelving and lawn groomers. It also includes wind towers, even though the U.S. Commerce Department's preliminary decision on those wind tower imports is not due until Wednesday.
Eight days ago, the U.S. Commerce Department set punitive tariffs on Chinese solar panels, which it said Chinese exporters had dumped on the U.S. market at unfairly low prices.
The United States hit Chinese steel pipe imports with hefty anti-dumping duties in 2010. Later that year it launched a trade suit over Chinese government grants to wind power manufacturers, but it did not pursue the case.
Harmon said the Office of the U.S. Trade Representative was studying the complaint and would respond in accordance with WTO rules.
"The Obama administration strongly supports the trade remedy laws, and was the first administration ever to apply a 421 safeguard to imports from China," she said. A 421 safeguard is a U.S. measure that allows manufacturers to request emergency restrictions on Chinese imports in response to a surge.
COMPLAINT WON
Last year China won a WTO complaint, similar to Friday's, against U.S. duties on imports of Chinese steel pipes, off-road tires and woven sacks. U.S. Trade Representative Ron Kirk called that decision "a clear case of overreaching" by the judges.
Many of China's grievances might have been dealt with by a U.S. court decision last year, which struck down the Commerce Department's ability to impose countervailing duties on "non-market economies" like China.
But the U.S. Congress voted to restore it in March, ensuring U.S. duties on about two dozen Chinese goods stayed in place.
China's new complaint, the seventh it has filed against the United States since it joined the WTO in 2001, comes as WTO chief Pascal Lamy flies to China for a four-day visit, during which he will meet Vice Premier Wang Qishan.
The legal process begins with China holding talks with the United States to seek an amicable settlement.
It may move to arbitration if the two cannot agree, and the United States could be forced to scrap its duties and even compensate China if it is found to have broken the rules.
The dispute adds more heat to a trade relationship that has barely stopped simmering, even though the United States has seen signs of China "making progress" towards easing restrictions on its currency, one of the biggest causes of friction.
The U.S. Treasury again shied away from calling China a currency manipulator in its semi-annual report on Friday.
Although the overall pace of China's export growth has slumped to single digits this year, its trade surplus with the United States set a record of more than $295 billion in 2011, putting extra pressure on U.S. manufacturers whose markets are still recovering from the financial crisis.
Lamy has repeatedly warned that the world needs to be on guard against any rise of protectionism in the wake of the financial crisis, although the threat of a global trade war has not yet become reality.
U.S. and Chinese politicians also deny they are in a trade war, but global trade tensions are rising, with Latin America becoming an increasing focus of trade disputes. On Friday, one of the most heated disputes flared into a European Union suit over Argentina's import restrictions.
India, which launched a trade complaint over U.S. duties on steel last month, is also threatening to take the United States to the WTO over U.S. visa fees for high-skilled foreign workers.
The WTO is also expected to rule soon on another Chinese-U.S. trade dispute. The case involves Chinese duties on U.S. exports of a specialty steel product known as grain-oriented electrical steel that Washington says are unjustified.

WASHINGTON/REDWOOD CITY, California (Reuters) - Republican presidential candidate Mitt Romney opened a new front on Wednesday in his fight against President Barack Obama, accusing him of presiding over a failing U.S. education system in the grip of union bosses who refuse to accept reforms.
In a rare diversion from his campaign focus on the weak economy, Romney laid out an education plan in a speech that represented his most overt appeal to date to Hispanic voters who have largely sided with the Democratic incumbent.
Although he trails Obama by a huge margin among Hispanics, Romney's address to a Hispanic business group avoided mentioning a top priority for them: how to overhaul the country's immigration system.
Romney said millions of American children are getting a "third-world education" and offered proposals that he said would reward teachers for their results instead of their seniority. And he would give parents greater choice of where to send their children to school and take other steps to reduce the influence of powerful teachers' unions.
"I believe the president must be troubled by the lack of progress since he took office. Most likely, he would have liked to do more. But the teachers unions are one of the Democrats' biggest donors - and one of the president's biggest campaign supporters. So, President Obama has been unable to stand up to union bosses - and unwilling to stand up for kids," Romney said.
Meanwhile, at a series of fundraisers , Obama kept hitting at his opponent's record as a job-cutting private equity executive - a prime target for his re-election campaign - and touted his own economic plans to "move the country forward."
"I think he has learned the wrong lessons," Obama told 550 supporters in a hotel ballroom in Denver, taking aim at what he called Romney's bad ideas for the U.S. economy while anti-Obama protesters outside held signs reading "Out of Hope, Ready for Change" and "Bye Bye on November 6th."
"His working assumption is: if CEOs and wealthy investors like him get rich, the rest of us automatically will too," he said, later presenting a similar message to 1,100 supporters in Redwood City, California, near the tech hub Palo Alto.
"We believe in the free market, we believe in risk-taking and innovation. This whole area is built on risk-taking and innovation. But we also understand that it doesn't happen in a vacuum," Obama told the event which featured singer Ben Harper.
"It happens because of outstanding schools and universities, it happens because of a well-regulated financial market, it happens because we have extraordinary infrastructure. It happens for a whole host of reasons. Governor Romney doesn't seem to understand that."
MIDDLE CLASS CONCERNS
Romney, a former Massachusetts governor, is neck-and-neck with Obama in polls, a prelude to what could be a close vote for the White House in November.
His pivot to education comes during a battle in Washington over student loan programs, with Obama's Democrats pushing for extending low interest rates for federal loans and Republicans calling for careful spending at a time of high deficits.
Wednesday's speech also let him challenge a key pillar of the Obama re-election campaign: that the president is more tuned into middle class concerns, like education, than Romney is.
Focusing on school quality could also resonate well with Hispanic voters who are expected to be critical in the November election, especially in swing states like New Mexico, Florida, Colorado, Virginia and North Carolina.
A Wall Street Journal/NBC/Telemundo poll shows Obama leading Romney with Hispanic voters 61 percent to 27 percent, a possible hangover from the Republican primary battle when Romney and other candidates adopted hard-line immigration positions.
Hispanic Republican strategists said Romney was wise to keep his focus on education and the economy on Wednesday, noting that in several polls, Hispanic voters rate those issues well ahead of immigration as the themes they care about most.
"Clearly, it appears that Governor Romney has chosen to focus on what the vast majority of U.S. Hispanics and Latinos feel is of highest priority," said Daniel Garza, from The Libre Initiative non-profit group.
Standing before a banner that read "A Chance for Every Child," Romney laid out an education plan that relies heavily on bolstering and improving the No Child Left Behind education law engineered by Obama's Republican predecessor, George W. Bush.
Romney made more money and more access to charter schools the centerpiece of his platform, but he launched a strong attack on teachers' unions. "The teachers' unions are the clearest example of a group that has lost its way," Romney said.
WELCOME BREAK
On the first day of his Wednesday-Thursday swing through Colorado, California and Iowa, Obama stressed his efforts to improve education and enhance ties between community colleges and businesses.
He told the Denver fundraiser his goal was that "by the end of this decade more of our citizens hold a college degree than any other nation on Earth." At a private home in Atherton, California, where guests paid $35,800 each to dine with Obama in a Hawaiian-themed tent with a clear roof, he said he "could not be prouder" of his administration's education reform record.
"A lot of it has to do with making sure that higher education is not a luxury," Obama said. "We need more engineers, we need more scientists, we need more Stanford grads, but we also need folks who are going to community colleges and are able to get the skills and the training that they need in order to compete for jobs in the 21st century."
Wednesday's education speech was a welcome break for Romney, who has faced a barrage of accusations from Democrats that he killed blue-collar jobs when he headed Bain Capital, a firm that bought and restructured companies.
But Romney says the company more than made up for job losses by helping to establish companies that became big employers, like the office supplies store Staples. He told Time magazine business experience gave him savvy to fix the economy and he welcomed scrutiny of his record.
"The fact is that I spent 25 years in the private sector. And that obviously teaches you something that you don't learn if you haven't spent any time in the private sector," he said.
While Romney often polls ahead of Obama on the economy, the president's foreign policy credentials weigh in his favor compared to the ex-governor, who has little foreign experience.
Former U.S. Secretary of State Colin Powell criticized Romney for taking advice from foreign policy advisers who are "quite far to the right," in a sign of lingering strains from his tenure under President George W. Bush.
He also took exception to a recent comment by Romney that Russia is the top U.S. geopolitical threat. "Come on Mitt, think! That isn't the case," Powell said.

Residents of Japan may be able to breathe a sigh of relief as the World Health Organisation (WHO) recently announced that radiation levels in most of the country are ?below cancer-causing levels.? It has been 14 months since the earthquake and tsunami in Japan caused a nuclear meltdown at the Fukushima Daiichi nuclear plant. The damage caused massive radiation leaks and forced the evacuation of thousands of people. At the time, the disaster was said to be worse than Chernobyl, but now the WHO report suggests that the contamination is not as bad as originally supposed.
As expected, areas near the plant still have relatively high levels of radiation, but radiation levels in surrounding regions are close to normal. The report states that two areas,?Namie town and Itate village, which were located near the plant in eastern Japan, were exposed to radiation levels of 10-50 millisieverts (mSv). The rest of Fukushima had radiation levels of 1-10 mSv.
Infants in Namie were thought to have received thyroid radiation doses of between 100 and 200 mSv a year. ?That would be one area because of the estimated high dose that we would have to keep an eye on,? according to WHO spokesman Gregory Hartl. ?Below 100 mSv, the studies have not been conclusive.? Most of Japan has levels of 0.1-1 mSv, while neighbouring countries have less than 0.01 mSv. The report also suggests that radiation levels outside of Japan are ?very small? and below?those regarded by the international radiological protection community as a concern.
To put these radiation levels into perspective, most people are exposed to around 2 mSv of radiation a year from the natural environment. For those working in nuclear plants, the single-year limit for occupational exposure is 50 mSv.?The report states that it has used conservative assumptions, and says some of the levels may have been overestimated so as to avoid any underestimation of the potential danger.
The BBC also reports that a UN scientific committee has announced that several workers at the plant have been ?irradiated after contamination of their skin.???Six workers have died since the accident but none of the deaths were linked to irradiation,? according to a statement based on interim findings by the United Nations Scientific Committee on the Effects of Radiation (UNSCEAR).

CHICAGO (AP) ? In a city and state known for tenacious corruption, U.S. Attorney Patrick Fitzgerald became known for equal tenacity in going after politicians of every stripe.
During more than a decade in Chicago, Fitzgerald put behind bars a former Republican governor and then his Democratic successor. He traveled to Washington to win convictions of a top aide to the vice president of the United States, and back home targeted an international media mogul and aides to one of the nation's most powerful mayors.
On Wednesday, two months after former Gov. Rod Blagojevich walked into prison following Fitzgerald's insistence he be tried a second time for trying to sell a Senate appointment, Fitzgerald announced he is stepping down after 24 years as a prosecutor.
Fitzgerald gave no reason for his decision to leave the presidentially appointed post he's held since Sept. 1, 2001. During that time he's overseen prosecutions of Blagojevich and former Gov. George Ryan, former Vice President Dick Cheney's top aide I. Lewis "Scooter" Libby and media mogul Conrad Black. He took on public corruption, international terrorism, corporate fraud and organized crime.
"Eleven years is a very long time in a very high-pressure job," said Peter Fitzgerald, a former U.S. senator, no relation, who recruited Patrick Fitzgerald to the post and spoke to him about his decision. "I think it's really hard ... to divide responsibilities between family and job. I think he just felt it was time and also thought the office would benefit from new blood."
Fitzgerald, who is married to a schoolteacher and has two young children, will hold a Thursday news conference but said in his statement that he wants take the summer off before considering other job possibilities.
"When I was selected for this position in 2001, I said that it was one of the greatest privileges that I could ever hope for," he said in the statement. "I believe that even more now after having the privilege of working alongside hundreds of dedicated prosecutors and agents."
Fitzgerald has been mentioned as a possible successor to FBI Director Robert Mueller. He has said he would never consider elected public office.
In fact, after being appointed by a Republican President George W. Bush and keeping his job under Democratic President Barack Obama, the intensely private prosecutor has never publicly made his politics known.
"He was one of the most non-political U.S. attorneys we've ever had ... and in a town like this where everything is political, it is incredible to have a U.S. attorney like that," said former state appellate Judge David Erickson.
Job prospects or no, the timing of Fitzgerald's announcement makes sense, coming just after his office saw through Blagojevich's imprisonment and the last major cases stemming from the yearslong investigation of the former governor.
It was that case that tested Fitzgerald like no other in Chicago.
From the day of Blagojevich's 2008 arrest, when Fitzgerald famously characterized the former governor's actions as a "political corruption crime spree" that would "make Lincoln roll over in his grave," he has been scrutinized for the case.
"I worked under three U.S. attorneys and none of them ever would have uttered such comments, and if any assistant did, he or she would have been fired immediately," said Phil Turner, who worked in the northern Illinois office before Fitzgerald's tenure began.
Criticism mounted when the jury in Blagojevich's first trial deadlocked on the vast majority of charges, including the most damaging allegation that he tried to sell Obama's vacant Senate seat to the highest bidder.
The Washington Post published a scathing editorial saying Fitzgerald had his shot and "should stand down before crossing another fine line ? the one that separates prosecution from persecution." The Wall Street Journal called for his resignation or removal.
Undaunted, Fitzgerald tried Blagojevich again and secured a conviction that resulted in a 14-year prison term for the ex-governor.
While critics insist Fitzgerald crosses lines, attorneys in his office are intensely loyal.
"He's just a guy who does the right thing," said Joel Levin, who left the office after he helped prosecute Ryan. "He is a person of incredible integrity."
To those he targeted, Fitzgerald may be the country's most-feared federal prosecutor. In addition to the ex-governors, his office won convictions against aging mobsters, city workers, trucking executives and top figures in former Chicago Mayor Richard Daley's administration.
He was tapped as a special prosecutor to investigate the disclosure of CIA operative Valerie Plame's identity and eventually won the conviction against Libby, though Bush later commuted his sentence.
In that case, Fitzgerald tried to force former New York Times reporter Judith Miller to testify before a grand jury, with Miller sitting in jail for three months for refusing to do so. She ultimately relented, saying Libby had given her permission to publish Plame's name.
Born in Brooklyn, N.Y., the son of a Manhattan doorman, Fitzgerald spent years advancing his career one criminal case at a time. He earned a reputation as a tough anti-corruption prosecutor who worked, as one observer put it, "28 hours a day."
As an assistant U.S. attorney in New York he successfully prosecuted major terrorism cases, including against those responsible for the 1998 bombing of two U.S. embassies in East Africa and Omar Abdel-Rahman, the so-called "blind sheik," convicted of the 1993 World Trade Center bombing and conspiring to blow up bridges and buildings around New York.
In 1993, he helped jail a Gambino crime family capo and three other mobsters for murder, racketeering, narcotics trafficking and other crimes. And he supervised the 1996 trial of three men who plotted to blow up 12 airliners.
"From his early consequential years in New York City confronting the terrorist threat to his strong leadership of the U.S. Attorney's Office for the Northern District of Illinois, Pat has rightly earned a reputation over these last 24 years as a prosecutor's prosecutor," U.S. Attorney General Eric Holder said in a Wednesday statement.
Fitzgerald was among 10 or more people with strong credentials in law enforcement whose names were mentioned a year ago as possible nominees to succeed Mueller as his 10-year term leading the FBI neared an end. President Barack Obama decided to keep Mueller in place until September 2013.
During an appearance last week before the Senate Judiciary Committee, Mueller said he has had discussions with Obama about potential successors, but "not very recently."
If Fitzgerald were to accept a nomination, he could potentially run into opposition on Capitol Hill from Republicans, some of whom viewed Libby's prosecution as prosecutorial overreach.
"He's done and incredible job and ... most of us in this profession think the world's wide open for him," said Anton Valukas, who headed the U.S. attorney's office in Chicago from 1985-1990. "All the big firms in the country will want him to come to the private side and I would be surprised if he is not considered for a high political post."
